Description: PKB Ascent Aerosystem Spirit Base Kits (Commodity) (Pre-Solicitation Notice)
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(a), the Department of the Air Force, specifically the 90th Contracting Squadron located at F.E. Warren AFB, WY, is issuing this pre-solicitation notice for an upcoming contract action under pre-solicitation number FA461326Q1050. IAW RFO 5.101(c)(4)(i), the purpose of this notice is to provide a clear and concise description of the required services that allows prospective offerors to make an informed business judgment about monitoring the GPE for or requesting a copy of the solicitation.
To maximize opportunities for small businesses, and IAW RFO 5.101(c)(2), this proposed contract action is being conducted as a Total Small Business Set-Aside. 1.0. DESCRIPTION OF REQUIREMENT
The 90th Ground Combat Training Squadron (GCTS) at Camp Guernsey, WY, requires a brand-name commercial Small Unmanned Aircraft System (sUAS), the Ascent Aerosystems Spirit Base Kit. The requirement is for a complete, turn-key system to provide real-time intelligence, surveillance, and reconnaissance (ISR) training for Security Forces personnel.
The scope of delivery includes the delivery of two (2) Ascent Aerosystem Spirit Base Kits and two (2) Gremsy VIO F1 Payload Modules. The Gremsy payload is essential as it provides the integrated 4K electro-optical/infrared (EO/IR) camera, radiometric thermal imager, and laser rangefinder required to execute the ISR and target identification portions of the training curriculum.
All items are subject to Buy American Act/ Trade Agreements Act (BAA/TAA) Compliance. The successful contractor must provide a valid quote demonstrating their ability to fulfill the requirements. The delivery period for this effort is set at 90 calendar days following the contract award (RFO 5.101(c)(4)(i)).
2.0. AWARD AND EVALUATION
The Government anticipates awarding a Firm-Fixed-Price contract on or about August 2026. Using commercial service procedures, the contract will be awarded to the responsible Offeror whose conforming quote is deemed most advantageous to the Government based on a Lowest-Price Technically Acceptable (LPTA) evaluation methodology. Quotes will be evaluated for technical acceptability on a pass/fail basis to ensure they meet all requirements. To streamline the evaluation, if three or more quotes are received, the Government intends to evaluate only the three lowest-priced submissions for technical acceptability. Furthermore, IAW RFO 5.101(c)(4)(ii), the Government intends to make an award without conducting discussions, though it reserves the right to hold discussions if determined to be in its best interest.
