The Naval Air Systems Command at Patuxent River, Maryland, awarded a Firm-Fixed-Price contract to Northrop Grumman Systems Corporation for the Full Rate Production of Airborne Electronic Attack Systems Enhancement B-Kits and Low Band Dedicated Receivers, both critical components of the EA-18G AN/ALQ-218 Electronic Warfare Support Measures system. This procurement focuses exclusively on manufacturing modifications to the WRA-7 processor unit and WRA-8 Digital Measurement Receiver, with no retrofit or Engineering Change Proposal scope included. The contract supports the continued operational capability of the EA-18G fleet by ensuring timely delivery of updated subsystems without disruption to existing production timelines. The award was made on a sole-source basis under statutory authority permitting exclusive procurement when only one responsible source exists, with Northrop Grumman identified as the Original Equipment Manufacturer possessing the unique technical data, manufacturing expertise, and incumbent knowledge necessary to meet program requirements. The Justification and Approval document numbered 26-0064, dated December 18, 2025, formally supports this non-competitive procurement. The contract does not fall under FAR Part 12 commercial items procedures, and while the government is not seeking bids, subcontracting opportunities are available through direct contact with Northrop Grumman. Performance will occur in Linthicum Heights, Maryland, with the award issued under the sole-source authority of 10 U.S.C. 3204(a)(1) and implemented via FAR 6.302-1.

Naval Air Systems Command (NAVAIR) at Patuxent River, MD awarded a Firm-Fixed-Price (FFP) contract N0001926C0111 to Northrop Grumman Systems Corporation (NGSC) for Full Rate Production (FRP) requirements.

The purpose of this procurement is a follow-on FRP effort for Airborne Electronic Attack (AEA) Systems Enhancement (ASE) B-Kits and Low Band Dedicated Receivers (LBDRs). B-Kit FRP is in support of modifications to the Weapon Replaceable Assembly (WRA)-7 processor unit and WRA-8 Digital Measurement Receiver (DMR). LBDR FRP is in support of WRA-8 modifications. WRA-7 and WRA-8 are subsystems of the EA-18G AN/ALQ-218 Electronic Warfare Support Measures (ESM). No retrofit or Engineering Change Proposal (ECP) scope will be captured under this contract vehicle.

This contract was awarded on a sole-source basis under statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor and Original Equipment Manufacturer (OEM) for the AN/ALQ-218 ASE B-Kits and LBDRs, only NGSC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required to maintain program schedule.

This effort is covered under the Justification and Approval (J&A) number 26-0064, dated 18-DEC-2025.

This award notice is for informational purposes only.  The Government does not intend to use the provisions of FAR Part 12 for this procurement. Vendors interested in subcontracting opportunities may contact NGSC at maria.gomez@ngc.com.

FortiNet FortiGate Software License Renewals
Solicitation # N00019-26-RFPREQ-APM290-0806
The Naval Air Systems Command at Patuxent River, Maryland, requires renewal of Fortinet FortiGate software licenses to maintain critical communications security for the P-8A Poseidon aircraft. These renewals are essential to ensure ongoing support, updated threat protections, and operational integrity of existing firewall systems onboard the aircraft. Due to the proprietary nature of FortiGate technology—including the software, antivirus definitions, intrusion prevention files, and associated technical support—the U.S. Government lacks the necessary technical data package to replicate or independently support these systems. As a result, only Fortinet's authorized federal resellers are capable of providing the exact, mission-certified licenses and services required, making them the sole responsible sources under prevailing federal procurement authorities. This action is being conducted on a limited competition basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing the exclusivity of authorized Fortinet resellers. While this announcement serves as a notice of intent rather than a formal solicitation, the Government will evaluate any responses received within 15 days of publication to determine if full and open competition is feasible. All submissions must reference the solicitation number N00019-26-RFPREQ-APM290-0806 and be emailed to Contract Specialist Frank Schibler by 4:00 PM Eastern Time on June 11, 2026. Responses may influence the Government’s decision to proceed with a non-competitive award, and no formal bidding process is currently planned unless information submitted demonstrates otherwise.
