STATEMENT OF WORK: This is an indefinite delivery, indefinite quantity contract for asphalt overlay, asphaltic and Portland cement concrete pavement reconstruction, and ancillary work on City-owned streets, drives, parking areas and other public surfacing assets within the corporate limits of the City of Gonzales. The Contract establishes unit prices. No work is authorized by the Contract itself. All work is authorized by written Task Order issued by the City. The City does not guarantee any quantity of work of any kind. The estimated quantities stated in the Bidding Documents are stated solely to establish the lowest bidder. The City may order more or less of any item, or none of it, and neither the quantities shown nor any relationship among them limits what the City may order. The term of the Contract is one (1) year from the date of the initial Notice to Proceed, renewable for additional one-year terms to a maximum of three (3) years. No Task Order will be issued for a total value of less than Fifteen Thousand Dollars ($15,000.00) or more than Two Hundred Fifty Thousand Dollars ($250,000.00). The aggregate value of Task Orders issued in fiscal year 2026 2027 will not exceed Five Hundred Thousand Dollars ($500,000.00), subject to annual appropriation. The Bid Form is organized as a Base Bid and one (1) Alternate. Determination of the low bidder will be on the basis of the sum of the Base Bid and the Alternate if it is accepted, in accordance with La. R.S. 38:2212(J). The City is under no obligation to accept the Alternate. The Alternate No. 2 line of the Bid Form is marked NOT USED and no figure is to be entered on it. All Bids must be in accordance with the Contract Documents on file at 120 South Irma Boulevard, Gonzales, LA 70737. Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from Gonzales City Hall, 120 South Irma Boulevard, Gonzales, LA 70737, (225) 647-2841 upon payment of One Hundred Fifty Dollars ($150.00) per set made payable to the CITY OF GONZALES. Documents can be mailed to bidders for an additional $10.00 per set. Deposits on the first set of Documents furnished to a bona fide Prime Bidder, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids. No refund will be made to non-bidders or sub-bidders. Documents may also be obtained at www.centralauctionhouse.com. Bidding Documents will be available beginning Thursday, September 10, 2026 and will remain available through twenty-four (24) hours before the time set for opening of bids. Where bids are to be received or forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives. In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor's state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Gonzales, 120 South Irma Boulevard, Gonzales, Louisiana 70737, mailed certified mail and must be received no later than the bid opening. In addition to paper bids, electronic bids and electronic bid bonds for the following project will be downloaded by the City of Gonzales. Electronic bids and electronic bid bonds must be submitted through www.centralauctionhouse.com prior to the electronic bidding deadline. Beginning at 10:00 a.m. local time on Thursday, October 15, 2026 all bids will be downloaded. No bids are accepted after 10:00 a.m. All addenda, Amendments, Letters of Clarification, and Withdrawal Notices will be posted online in addition to electronic copies being distributed. This information may be accessed via the internet at www.centralauctionhouse.com. Once logged in, users must click on City of Gonzales to view current advertisement listings. This listing is titled “Asphalt Overlay, Pavement (Asphaltic and Portland Cement Concrete) Reconstruction, and Ancillary Work — Indefinite Delivery / Indefinite Quantity Contract.” For this Project each Bid must be accompanied by bid security in an amount equal to five percent (5%) of the total of the Base Bid and all Alternates, that total being the sum of the extensions of the unit prices bid, as prescribed by La. R.S. 38:2218(A). To address the above requirement for electronic bids the City of Gonzales will allow electronic bids submitted via the City approved on line bid site to be submitted as follows: A. A copy of the bid bond must be attached to bid document submitted electronically. B. The original bid bond document must be received in our office no later than 48 hours after bid opening date and time (City of Gonzales at ASCE, 8184 Hwy 44, Suite 110, Gonzales, LA 70737). C. The bid-bond envelope must be clearly labeled as a “Bid Bond” with the project name, vendor’s name as it appears on the bid documents and address. It will be the responsibility of the bidder to check for updates. All submitted questions will be forwarded by email to the City Engineer for a response. Contractors desiring to bid shall submit to the Engineer, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect. In accordance with La. R.S. 38:2227 and La. R.S. 38:2212.10, the apparent low bidder must submit the completed Attestation Clause (Past Criminal Convictions of Bidders and Verification of Employees) form. The Attestation Clause form shall be submitted to City of Gonzales City Engineer at 120 S. Irma Boulevard, Gonzales, LA 70737 within 10 days after the opening of bids. Each Bid must be accompanied by bid security in an amount equal to five percent (5%) of the total of the Base Bid and all Alternates, that total being the sum of the extensions of the unit prices bid, as prescribed by La. R.S. 38:2218(A), made payable to the Owner in the form of a bid bond, a certified check, or cashier’s check. Each Bidder must deposit with his/her bid, security in the amount, for and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. Pursuant to La R.S. 38:2212 (B)(1), the provisions of La R.S. 38:2212 (B)(1) and the bidding documents shall not be waived by any entity. Pursuant to La. R.S. 38:2214 (C) Bids containing patently obvious, unintentional, and substantial mechanical, clerical, or mathematical errors, or errors of unintentional omission of a substantial quantity of work, labor, material, or services made directly in the compilation of the bid, may be withdrawn by the contractor if clear and convincing sworn, written evidence of such errors is furnished to the public entity within forty-eight hours of the bid opening excluding Saturdays, Sundays, and legal holidays. Such errors must be clearly shown by objective evidence drawn from inspection of the original work papers, documents, or materials used in the preparation of the bid sought to be withdrawn. If the public entity determines that the error is a patently obvious mechanical, clerical, or mathematical error, or unintentional omission of a substantial quantity of work, labor, material, or services, as opposed to a judgment error, and that the bid was submitted in good faith it shall accept the withdrawal and return the bid security to the contractor. Bidders must be licensed under La. R.S. 37:2150 et seq. in the classification of HIGHWAY, STREET AND BRIDGE CONSTRUCTION, and must show their license number on the bid envelope and on the Louisiana Uniform Public Work Bid Form. All questions concerning the Bidding Documents must be submitted in writing to the City Engineer and must be received not later than 4:00 p.m. on Tuesday, October 6, 2026. Answers will be given only by written addendum. No addendum will be issued within seventy-two (72) hours of the time set for opening of bids, exclusive of weekends and legal holidays, except as provided by La. R.S. 38:2212. The City reserves the right to reject any and all bids for just cause in accordance with La. R.S. 38:2214(B). Bids will remain open and may not be withdrawn for forty-five (45) days after the date of the opening of bids, as provided by La. R.S. 38:2215. A MANDATORY Pre-Bid Conference is scheduled for Thursday, October 1, 2026 at 10:00 a.m. at the City of Gonzales (City Hall Council Meeting Room), 120 South Irma Boulevard, Gonzales, LA 70737. A bid will not be accepted from any bidder who was not represented at the Pre-Bid Conference.
