Asphalt Resurfacing of County Convenience Centers

Beaufort County is soliciting sealed bids for the asphalt resurfacing of two county convenience centers, specifically the Bluffton and St. Helena locations. The scope of work includes mobilization, site preparation, 4-inch milling and disposal of existing pavement, and the placement of 2-inch intermediate and 2-inch surface asphalt. All work must adhere to South Carolina Department of Transportation specifications and include final pavement marking and striping. The project requires coordination with county staff to ensure the centers remain operational during construction. The contract will be awarded to the lowest responsible bidder based on the total bid price for each item. Bidders must submit their proposals electronically via the OpenGov Procurement Portal by 3:00 pm on October 10, 2026. Required submissions include a bid bond for 5 percent of the bid price, licenses, and certificates of insurance. The awarded contractor must provide performance and payment bonds equal to 100 percent of the contract amount and is expected to complete delivery within 120 days of the order. Payment is processed via applications for payment, with a 10 percent retainage deducted from each payment, which may be reduced to 5 percent upon 50 percent completion of the work. The contractor is also required to maintain strict compliance with Title VI of the Civil Rights Act of 1964 and submit monthly compliance status reports regarding small and minority business participation. Performance must begin within 10 days of receiving the Notice to Proceed.
