Asset Data Collection-North

The California Department of Transportation is soliciting a contractor to collect, inventory, and develop a geospatial database of all traffic safety and control devices, including pedestrian and bicycle infrastructure, across 8,136 centerline miles statewide, divided between urban and non-urban areas. The contractor must provide all labor, equipment, vehicles, materials, and incidentals required to perform high-resolution right-of-way imaging with a minimum resolution of 300, conduct lidar-based asset collection, and deliver fully structured data organized by district. The work must adhere to strict quality assurance and quality control standards, including equipment calibration, validation protocols, and compliance with accepted data delivery criteria outlined in the Statement of Work. A web-based interface must be developed and delivered to allow Caltrans personnel to view, query, report, and update asset data by district and layer, with role-based security controls, export/import functionality, and mobile and desktop accessibility. Data hosting in Caltrans’ cloud environment is required for up to 36 months, and training sessions—up to 14 total across six districts and headquarters—must be conducted. The contractor must maintain a California Professional Land Surveyor or a Civil Engineer registered before January 1, 1982, to certify all deliverables, and a dedicated Database Manager must oversee data integrity and reporting. The contract is structured as a cost-reimbursable agreement with payments tied to actual expenditures against approved hourly and per-mile rates specified in Attachment 1 and Exhibit B. Invoices must be submitted monthly in arrears via email, itemized with detailed progress documentation, and include specific line items such as centerline miles collected, hours of database support, and training sessions conducted. Caltrans will retain 10% of each invoice until full completion of all work. The contractor must carry primary insurance coverage—including Commercial General Liability, Automobile Liability, Workers’ Compensation with waiver of subrogation, and Professional Liability—and ensure all policies meet state-mandated limits and ORIM approval standards. The solicitation mandates compliance with DVBE participation requirements of at least 3%, with certified DVBE subcontractor quotes required as part of the proposal.
