This contract pertains to the Asset Protection Project focusing on miscellaneous metals work as part of a broader effort to safeguard multiple properties and associated infrastructure within Solano County’s Downtown Fairfield Justice Campus from regular seasonal flooding. The project scope includes installation and construction of various flood mitigation measures such as barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems. Specifically, this solicitation covers the fabrication and installation of miscellaneous metal components essential for the overall flood protection system. The properties involved span several addresses on Union Avenue, Clay Street, Delaware Street, and Texas Street, along with their adjacent driveways and parking areas. The project, managed by the General Services - Capital Projects Division of Solano County, operates under a multi-prime procurement approach, indicating multiple contractors will be awarded separate scopes. Critical elements of the project's execution include adherence to both federal and local procurement regulations, particularly due to FEMA Hazard Mitigation Assistance funding requirements. This mandates strict compliance with competitive bidding, comprehensive documentation, environmental and historic preservation laws, and inclusion of disadvantaged business enterprises. The construction timeline extends from late 2025 through early 2027, with coordinated phasing and access requirements to maintain safety and operational flow at the justice campus. Detailed contract documents include extensive design and geotechnical reports, phased construction schedules, and issued-for-construction drawings prepared by Mead & Hunt, Inc., all ensuring that the installation of miscellaneous metals integrates safely and effectively into the overall flood protection system. Contact points for the project include a senior project manager and senior buyer within the County, reflecting a structured oversight and procurement process.
