Asset Protection - Painting and Coating

The County of Solano is seeking a qualified contractor for the Painting and Coating scope of the Asset Protection Project at the Fairfield Justice Campus. This multi-prime procurement project aims to protect various County assets, including properties on Union Avenue, Clay Street, Delaware Street, and Texas Street, from seasonal stormwater damage. The specific scope of work involves the surface preparation, painting, and finishing of interior and exterior exposed items both above and below grade, including structural steel, miscellaneous metals, walls, pipes, handrails, posts, fittings, valves, pumps, tanks, and bollards. All work must comply with technical specifications, including ANSI/NSF 61 for systems in contact with water, and requires the submission of color cards and a detailed coating schedule. The contract will be awarded to the lowest responsive and responsible bidder based on a Lump Sum Base Bid who meets the minimum qualifications. Bids must be submitted via the OpenGov portal by October 19, 2026, and must include a bid bond or certified check for 10 percent of the bid amount, a complete subcontractor list, and a notarized non-collusion affidavit. The project is funded by OES/FEMA, requiring adherence to federal procurement standards and the payment of State Prevailing Wages. Key administrative requirements include the use of Procore for project documentation, the submission of a complete project schedule within ten days of the Notice to Proceed, and the provision of statutory performance and payment bonds. Performance will be validated through field mock-ups and a series of inspections, with a final follow-up inspection required 11 months after final acceptance.
