This solicitation is a Sole Source Procurement This solicitation for commercial items is prepared in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice and in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a FIRM FIXED PRICE Request for Quotation (RFQ) being issued by the Western Federal Lands Highway Division (WFLHD), a division of the Federal Highway Administration, for renewal of online access to American Association of State Highway Transportation Officials (AASHTO) manuals and standards, American Concrete Institute (ACI) standards, and American Society for Testing and Materials (ASTM) standards. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source, IHS Global, Inc, 15 Inverness Way East, Englewood, CO 80112, under the authority of FAR 13.106-1(b)(1)(i). The access and service that is provided limits the availability to a single source and only this suggested source can furnish the requirements, to the exclusion of other sources, because of the multiple standards being accessed, historical documents provided, and interaction with individual users. All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract action based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this solicitation is 519190 with an industry size standard of $27.5 million and the Product Service Code (PSC) is D317.
