This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 08 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 51.2%; Small Disadvantaged Business 8.8%; Woman Owned Small Business 7.3%; Service Disabled Veteran Owned Small Business 1.5%; and HUBZONE Small Business 3.1%. The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge on a rental basis for the removal and satisfactory disposal of shoal material within any combination of the following Dredging Regions: Atchafalaya River in the vicinity of Berwick Bay Harbor, Berwick Lock Forebay, Tidewater Point, 20 Grand Point, GIWW vicinity of Mile 99, Wax Lake Outlet, Port Allen Lock Forebay, Three Rivers, Baton Rouge Harbor (Devil's Swamp), Old River Lock Forebay and Morgan City Docks East.
