Athletic Complex A/E Services with Alternates

Texas Woman’s University is soliciting statements of qualifications for the selection of an Architect/Engineer firm to provide professional services for Project No. 101358, the Athletic Complex with Alternates, located on its Denton Campus. This is a two-step selection process beginning with an RFQ that does not request pricing information, where respondents must submit five hard copies and one electronic USB drive containing their qualifications, limited to twenty double-sided printed pages excluding cover materials, resumes, and the executed offer. The submission deadline is July 2, 2026, at 2:00 PM CST, and all submissions must be delivered to the designated address via FedEx or UPS. The evaluation is based on a weighted scoring system prioritizing past project performance (30 points), team capability to deliver design and construction administration services (20 points), knowledge of best practices (15 points), and experience with higher education or TWU projects (10 points), among other factors, with a total of 100 points possible; the top five firms will be invited to interviews in the second phase. The scope includes programming, schematic design, design development, construction documentation, proposal support, and full construction administration services for a base project budget of $30 million, plus two alternates: a $5 million utility and connectivity package and a $3 million renovation of tennis courts and soccer field seating. The selected firm must adhere to TWU’s design guidelines, achieve high green building certification standards, and comply with all applicable state laws including the Texas Public Information Act and Chapter 171 tax code. The firm must hold valid registrations with the Texas Board of Architectural Examiners and the Texas Board of Professional Engineers, provide proof of insurance meeting TWU’s Third Party Insurance Standards, and certify compliance with state laws regarding franchise tax, child support, and nondiscrimination. Payment will be made monthly on a percentage-of-basic-fee schedule tied to project milestones—10% for programming, 20% for schematic design, 40% for design development, 75% for construction documents, 80% upon construction contract award, and 100% upon final acceptance—with additional payments for approved extra services and reimbursables at 1.1x cost.
