This contract, solicitation number 693JF717Q00036, is a total small business set-aside award issued by the Department of Transportation Maritime Administration for the procurement of Athletic Dura-Mesh Wind Screens to be performed in Kings Point, New York. The project involves the production of Graphite Grey Dura-Mesh screens with a 30 percent wind pass-through rate. While the original technical specifications for the Tomb Field project called for a single screen measuring 7.5 feet in height by 240 feet in length, a subsequent modification adjusted the requirements to accommodate fence gates. The screens are now to be split into three sections: one measuring 6 feet by 110 feet, one measuring 6 feet by 90 feet, and one measuring 6 feet by 40 feet. The procurement is governed by federal provisions and clauses, specifically those pertaining to commercial items under FAR 52.212, as well as regulations regarding labor laws, ethics, and equal opportunity. A critical quality control requirement stipulates that all artwork must be approved by the Athletic Director before production begins. The contract is managed by Contracting Officers Nicole A. Price and Judy Bowers out of the Washington, DC office.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
