Fisheries and Oceans Canada (DFO) seeks a contractor to carry out enumeration activities for smolt and/or adult Atlantic salmon on the Campbellton River in Newfoundland and Labrador. The work requires the installation, operation, and removal of a counting fence along with conducting related scientific sampling. These efforts contribute to DFO’s mandate of monitoring the status and trends of Atlantic Salmon stocks in the region to support their management and conservation. The operational period typically runs daily from mid-April or early May through August, although there may be intervals between smolt and adult activities where no operations are necessary. An operational schedule will be finalized at the beginning of the contract period, and the contractor must be prepared to work varied hours as needed. DFO will oversee the project by conducting site visits during adult salmon enumeration and providing guidance to ensure accuracy and compliance. The contractor is expected to be knowledgeable about project requirements, independently managing all operational and maintenance tasks without direct assistance from DFO. The contract, referenced under solicitation number 30007627, is a federal government procurement posted in late February 2026, with a response deadline in early March 2026. Communication and coordination will be managed through the designated contracting authority, ensuring the proper execution of these critical fisheries monitoring activities.

Full Description

Fisheries and Oceans Canada (DFO) has a requirement to conduct smolt and/or adult Atlantic salmon enumeration activities. This will involve the installation, operation and removal of a counting fence as well as associated scientific sampling activities. DFO is responsible for providing scientific advice regarding the status of Atlantic Salmon stocks within the Newfoundland and Labrador (NL) Region to aid in the management and conservation of these stocks. Currently, information on the status of Atlantic Salmon is collected through the use of monitoring facilities, such as counting fences and fishways on various rivers located throughout the region. This information is then used to infer the overall trends in abundance of Atlantic Salmon stocks within NL. Depending on environmental conditions, these activities will occur from mid-April/early May through August on a daily basis. However, it should be noted that in some years for some facilities there may be a time period between the smolt and adult activities where no operations are required. An operational schedule will be agreed upon at the start of the contracting period between the contractor and the Scientific Authority. Contractor must be willing to provide services during various hours, if required. DFO will make site visits during adult salmon enumeration activities and provide guidance and advice with respect to project operations. Contractor should be familiar with project operations and be capable of completing all required operations and maintenance without DFO assistance.
