The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with HTE Technologies Inc located in St Louis, MO for replacement Atlas Copco Compressors (P/N LFX1.5-10 TM50 230/1/60 API) for the National Logistics Support Center’s Upper Air Program in Grandview, MO
The sole source determination is based on NOAA’s sole source justification. The Atlas air compressor, LFX1.5-10 TM50 230/1/60 API, is currently what is used in the field. HTE Technologies is the only verified vendor of Atlas for this region. Other compressors would not be acceptable because the mounting plates would not match up with the current mounting plates in the field. This would require a first article and field testing before being able to use in the field. This would cause delays to the receipt of compressors to the field which could force AROS units in the Alaskan region to shut down. Failure of the air compressor at a deployed field AROS location will stop all upper air observations at that location, impacting the ability to provide quality forecasts, watches, and warnings, and to meet mission needs until it is replaced. If left unaddressed, it could cause further damage to the deployed AROS.
This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government’s requirements may submit substantiating documentation or a request for additional information in writing to the (Contract Specialist) within 15 days after publication of this pre-solicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this pre-solicitation notice.
