The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a sole source purchase order to HTE Technologies Inc. for replacement Atlas Copco air compressors needed by the National Logistics Support Center’s Upper Air Program in Grandview, Missouri. The compressors specified, part number LFX1.5-10 TM50 230/1/60 API, are currently in use in the field, and HTE Technologies is the only verified regional vendor authorized by Atlas to supply these units. Alternative compressors are not acceptable due to incompatible mounting plates, which would necessitate costly and time-consuming first article and field testing, potentially delaying delivery and causing operational disruptions. Failure of these compressors at deployed Upper Air Observing System locations could halt critical upper air observations, adversely impacting NOAA’s ability to provide accurate forecasts, warnings, and meet mission requirements. This pre-solicitation notice does not constitute a request for competitive proposals, and no solicitation package is currently available. However, interested firms that believe they can meet the government’s requirements have until June 1, 2026, to submit documentation or requests for additional information, which will only be reviewed to determine if a competitive procurement process should be initiated. The final decision to proceed with a sole source award rests solely with NOAA, and oral communications are not accepted. The contract is categorized under NAICS code 333912 and will be performed in Grandview, Missouri, with Abigail Green serving as the primary point of contact.

The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with HTE Technologies Inc located in St Louis, MO for replacement Atlas Copco Compressors (P/N LFX1.5-10 TM50 230/1/60 API) for the National Logistics Support Center’s Upper Air Program in Grandview, MO

The sole source determination is based on NOAA’s sole source justification.  The Atlas air compressor, LFX1.5-10 TM50 230/1/60 API, is currently what is used in the field. HTE Technologies is the only verified vendor of Atlas for this region.  Other compressors would not be acceptable because the mounting plates would not match up with the current mounting plates in the field. This would require a first article and field testing before being able to use in the field. This would cause delays to the receipt of compressors to the field which could force AROS units in the Alaskan region to shut down. Failure of the air compressor at a deployed field AROS location will stop all upper air observations at that location, impacting the ability to provide quality forecasts, watches, and warnings, and to meet mission needs until it is replaced. If left unaddressed, it could cause further damage to the deployed AROS.

This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this pre-solicitation notice.
