The National Oceanic and Atmospheric Administration’s Acquisition and Grants Office intends to issue a sole source purchase order to HTE Technologies Inc of St Louis, MO for the replacement of specific Atlas Copco air compressors, model LFX1.5-10 TM50 230/1/60 API, for use at the National Logistics Support Center’s Upper Air Program in Grandview, Missouri. The decision to proceed without competition is grounded in the unique compatibility requirements of existing field equipment, as HTE Technologies is the only verified vendor for this exact compressor model in the region, and alternative units would not physically fit the current mounting plates, necessitating extensive first article testing and field validation that would delay critical deployments. Any interruption in compressor availability risks shutdowns of AROS units in Alaska, halting upper air observations essential to weather forecasting, watches, and warnings, and could lead to additional damage to deployed systems. This pre-solicitation notice, identified by solicitation number 142082-26-0187 and posted on May 14, 2026, is not a competitive RFQ but serves to allow interested parties to submit substantiating documentation or inquiries by June 1, 2026, to challenge the sole source justification. Responses must be submitted in writing to the Contract Specialist and will be evaluated solely to determine if competition is feasible, though the final decision remains at the government’s sole discretion. Oral communications are not accepted. The procurement is classified under NAICS code 333912 and is managed by the Department of Commerce/NOAA out of Norfolk, Virginia, with Abigail Green listed as the primary point of contact. Place of performance is in Grandview, Missouri, and no set-aside designation applies.

The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with HTE Technologies Inc located in St Louis, MO for replacement Atlas Copco Compressors (P/N LFX1.5-10 TM50 230/1/60 API) for the National Logistics Support Center’s Upper Air Program in Grandview, MO

The sole source determination is based on NOAA’s sole source justification.  The Atlas air compressor, LFX1.5-10 TM50 230/1/60 API, is currently what is used in the field. HTE Technologies is the only verified vendor of Atlas for this region.  Other compressors would not be acceptable because the mounting plates would not match up with the current mounting plates in the field. This would require a first article and field testing before being able to use in the field. This would cause delays to the receipt of compressors to the field which could force AROS units in the Alaskan region to shut down. Failure of the air compressor at a deployed field AROS location will stop all upper air observations at that location, impacting the ability to provide quality forecasts, watches, and warnings, and to meet mission needs until it is replaced. If left unaddressed, it could cause further damage to the deployed AROS.

This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government’s requirements may submit substantiating documentation or a request for additional information in writing to the (Contract Specialist) within 15 days after publication of this pre-solicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this pre-solicitation notice.
