The Naval Research Laboratory is soliciting proposals for the procurement of an Atomic Layer Deposition/Epitaxy System. The base requirement includes the system itself, a warranty, manuals, installation, and training. Additionally, the government has identified seven optional components, including various load lock configurations, a gas delivery system, a dry process pump, a reactor with a throttle valve, a turbomolecular pump, and an operational control computer system with an uninterruptible power supply. Delivery and acceptance are set for Washington, D.C., with a required delivery timeline of no more than 245 days from the date of award. Award selection will be based on the most advantageous offer, with evaluation priority given to technical capability over price, and price over past performance. Offerors must provide test data or documentation to verify that the technology is tested and meets all specifications, as general statements of compliance will not be accepted. Proposals must include at least three customer references and completed electronic representations and certifications via ORCA. The government will evaluate the total price of all options combined with the base requirement, though exercising these options remains at the government's discretion.
