This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Part 12 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and no other written solicitation will be issued.


Instructions to quoters, evaluation criteria, and all applicable FAR provisions and clauses are attached.


The solicitation number is 70Z02926QNEWO000385 and is issued as a Request for Quotation (RFQ).


The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is for the supply and delivery of one ATON HAZMAT Chemical Storage Building to U.S. Coast Guard Base New Orleans.


This is a small business set-aside. The applicable NAICS code is 332311 and the Product Service Code is 5410.


This solicitation will result in a Firm-Fixed Price purchase order. Award will be based on the lowest price technically acceptable quote. This requirement is set aside 100% for small businesses. Quoters must have an active account in SAM.gov.


The United States Coast Guard is seeking quotations from qualified vendors to furnish and deliver one Securall B2400XFR2 8’3” H x 14’ W x 8’ D Chemical Storage Building, or equal, with associated components, to the ATON Buoy Yard at U.S. Coast Guard Base New Orleans, 1790 Saturn Blvd, New Orleans, LA 70129. No installation or labor is required from the vendor.


The chemical storage building shall meet or exceed the following specifications:


  • One 8’3” H x 14’ W x 8’ D chemical storage building, Securall B2400XFR2 or equal
  • 60” W x 80” H double door with 36” active leaf
  • 393-gallon sump capacity
  • Explosion relief panels
  • Intertek tested, 2-hour fire-rated walls
  • Intertek tested, 1.5-hour fire-rated roof

Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with the manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight and kept away from excessive heat.


Site visits are not required for this requirement. All technical questions shall be submitted to the Government Point of Contact listed below.


The contractor shall schedule delivery to minimize interference with the facility’s normal operations. Deliveries shall be made between the hours of 8:00 AM and 4:00 PM, Monday through Friday, excluding federal holidays, unless otherwise approved by the Contracting Officer or Contracting Officer’s Representative.


The contractor shall provide all required submittals to the Contracting Officer or Contracting Officer’s Representative within 14 calendar days after contract award. The U.S. Coast Guard will have 7 calendar days to review the submittals and respond to the contractor. The contractor shall provide a projected delivery schedule with its quote and provide a firm delivery date within 14 calendar days after contract award. The contractor shall notify the Contracting Officer of any long lead time delivery of equipment so that the Contracting Officer may address the delivery schedule as appropriate.

The contractor shall provide a one-year warranty for all materials. All warranty claims by the Coast Guard shall be honored by the vendor at no additional cost to the Coast Guard.
