AI Contract Overview
The 9th Contracting Squadron at Beale Air Force Base is conducting market research through a sources-sought announcement to identify capable vendors for the fabrication, removal, and installation of five new exterior shade canopies at the 9th Communications Squadron atrium. Each canopy is approximately 30 ft x 30 ft and must be constructed from commercial-grade, fire-resistant shade cloth in red, blue, and yellow, with installation utilizing existing support structures while replacing any components necessary to ensure structural integrity. The work must comply with a comprehensive set of standards including Unified Facilities Criteria, Air Force Occupational Safety and Health, NFPA, OSHA, and California Building Code, as well as specific Beale AFB operational requirements. All work is restricted to weekdays between 0730 and 1630, with same-day cleanup required upon completion, and deliveries must be coordinated two to three weeks in advance with the Government Point of Contact. The NAICS code 337920 (Blind and Shade Manufacturing) has been identified as the primary classification, but vendors are encouraged to provide feedback on alternative codes. The procurement is structured as a Total Small Business Set-Aside under FAR 19.5, and responses must include company details, CAGE and UEI numbers, business size and socioeconomic status, a capabilities statement detailing experience with tensioned fabric structures, confirmation of ability to operate in an active military environment, and a Rough Order of Magnitude cost estimate for the full scope of work. No formal contract clauses, payment details, invoicing procedures, or evaluation factors are included because this is a pre-solicitation market research notice with no obligation to award a contract or compensate respondents. Submissions are due by May 6, 2026, and must be submitted electronically via email to the designated points of contact. All contractor personnel must be pre-approved on the base Entry Authorization List, present two forms of ID including a REAL ID-compliant credential, and adhere to Beale AFB access protocols, including vehicle inspections and traffic regulations. Fabrication lead time is estimated at 8–10 weeks, and a one-year warranty on materials and workmanship is required. No formal pricing structure, CLINs, or contract value has been established since this announcement is solely for gathering industry input to inform future procurement planning.

Full Description
GENERAL INFORMATION
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. It is issued for market research purposes to identify interested and capable sources for a future requirement. Information submitted is voluntary, and the Government will not pay for any costs incurred in responding. The 9th Contracting Squadron at Beale AFB, CA, is conducting market research to identify interested and capable sources for the fabrication, delivery, and installation of replacement exterior shade canopies at the 9th Communications Squadron atrium. The Government has currently identified NAICS code 337920 (Blind and Shade Manufacturing) as the primary classification for this requirement. However, the Government invites interested vendors to provide feedback regarding the appropriateness of this NAICS code and to suggest any alternative NAICS or Product Service Codes (PSC) that may better align with the scope of this commodity requirement.
BACKGROUND AND SCOPE
The 9th Communications Squadron requires safe, functional, and mission-supportive outdoor spaces for personnel movement and daily operations. The existing atrium shade canopies have exceeded their service life and no longer meet structural, safety, or appearance standards. Exposure to weather and age-related degradation has resulted in material wear, reduced tension integrity, and diminished protective capability. The contractor shall provide all labor, materials, equipment, supervision, and professional services required to remove the existing shade canopies and install new replacement canopies. Work includes fabrication, delivery, installation, and any required hardware replacement. All work shall comply with applicable codes, Air Force standards, and Beale AFB requirements.
TECHNICAL REQUIREMENTS
The specific requirement involves the removal and replacement of five (5) exterior shade canopies, approximately 30 ft x 30 ft in size. These canopies shall be fabricated using commercial-grade, fire-resistant shade cloth available in multiple colors. The contractor is responsible for measuring all canopy locations to ensure precise fabrication. Installation will utilize existing cables and hardware; however, the contractor must replace components as necessary to ensure proper fitness and structural integrity. All work must comply with applicable safety, structural, and installation standards, including the Unified Facilities Criteria (UFC), Air Force Occupational Safety and Health (AFOSH), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), California Building Code (CBC), and Beale AFB supplemental requirements.
RESPONSE INFORMATION REQUESTED
Interested vendors should submit a response that includes company information, capabilities, and a rough order of magnitude. Company information must include the Company Name, Address, CAGE Code, UEI Number, and a designated Point of Contact with their name, title, phone, and email. Please also specify your business size and socio-economic status, such as Small Business, HUBZone, 8(a), SDVOSB, or WOSB. The capabilities statement should describe your company's specific experience in the fabrication and installation of commercial-grade tensioned fabric structures. Please confirm your ability to provide the necessary personnel, tools, and equipment to operate in an active operational environment and your ability to meet all cited compliance standards. Additionally, provide a high-level Rough Order of Magnitude (ROM) for the total project cost, including removal, fabrication, and installation. This ROM is for informational and market research purposes only.
SUBMISSION INSTRUCTIONS
Please provide any suggestions, questions, or concerns regarding the requirements or the proposed contract structure within your response. All submissions must be sent via email to Katherine Moe at katherine.moe@us.af.mil and Lamar Mullins at lamar.mullins@us.af.mil.
