AI Contract Overview
The contract solicitation SPRBL1-26-R-0005 issued by the Defense Logistics Agency Land at Aberdeen establishes a full and open competition for a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) Long-Term Contract with a four-year base period and no option years. The procurement focuses exclusively on the AU CSEL Rechargeable Battery (NSN 6140-01-534-3856, Part Number 4866112-007), which serves as a spare part for the AN/PRQ-7-7A Combat Survivor Evader Locator system. The best estimated quantity totals 22,000 units over four years—5,500 units annually—though these quantities are for planning only and are not guaranteed. The minimum guaranteed contract amount is $100,000, to be divided equally if multiple awards are made, while the maximum contract ceiling across all awards is set at nearly $9.8 million. The Government holds the technical data package (TDP) relevant to the battery, available via DoD SAFE to companies verified in the Defense Logistics Agency Joint Certification Program. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, requiring acceptable ratings on technical, past performance, and delivery schedule factors, with no trade-offs permitted between price and non-price considerations. The solicitation imposes detailed provisions for packaging and marking that comply with military standards such as MIL-STD-2073-1 for packaging, MIL-STD-129R for shipment marking, and MIL-STD-130 for unique item identification. Inspection and acceptance are primarily at destination, with initial First Article Testing mandated prior to full production, ensuring compliance with technical specifications and performance standards governed by SAE AS6500A and associated defense procurement notes. Payment processing utilizes the Wide Area WorkFlow system, and subcontracting along with compliance requirements are governed by standard FAR and DFARS clauses addressing issues such as cyber incident reporting, prohibited equipment acquisition, and subcontracting with entities linked to state sponsors of terrorism. The solicitation package includes numerous attachments detailing technical requirements and specifications and sets forth rigorous instructions for proposal preparation and submission by the May 21, 2026 deadline.
