Full Description

This RFQ is soliciting qualifications from qualified and experienced individuals and firms to establish master contracts for the provision of audit, review, consulting and related services on an "as-needed" basis for the City of Los Angeles, by and through the Office of the Controller. The Office of the Controller conducts audits, reviews and studies, issues policy reviews and papers, and provides data related to the City and its services. Some audits and reviews undertaken by the Controller's Office are conducted in accordance with appropriate professional auditing and/or review standards by the Institute of Internal Auditors (IIA); therefore, knowledge of the appropriate professional auditing and/or review standards is desirable. Comprehensive reports issued by the Office of the Controller are provided to elected officials, department managers and their staff, and the public. The ability to produce and/or assist in the production and/or presentation of an accurate and useful report, and to explain and defend the results, is paramount. The Los Angeles Department of Water and Power (LADWP) is partnering with the Office of the Controller on this procurement and will enter into separate contracts with the selected Contractors. LADWP’s Internal Audit Division plans to leverage the technical skills and industry knowledge from the approved contractors to assist in other upcoming technical audits, such as assessment of cyber security functions, Enterprise Resource Planning (ERP) and other Information Technology Services (ITS) Projects, fraud assessment, risk assessment for audit planning, and investment and data analytics. Proposals will be shared with LADWP and will be evaluated separately. Contractors who are selected by LADWP will need to comply with additional and separate LADWP contracting requirements.
