Auditing Services

Senior Services Inc. of Chester County is soliciting proposals from independent Certified Public Accounting firms to provide annual financial statement auditing services for fiscal years 2025-2026 through 2027-2028, with two optional one-year renewals. The selected firm must conduct audits in accordance with Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (GAGAS). Key deliverables include final audited financial statements, a management letter, the preparation and electronic filing of IRS Form 990, and a presentation of findings to the Board of Directors. If applicable under 2 CFR Part 200, Subpart F, the contractor must also perform a Single Audit. The audit for FY 2025-2026 must be completed by March 1, 2027. Proposals are due by October 30, 2026, at 3:00 p.m. and should be submitted to Jennifer Davis. The agency will award the contract based on the best overall value rather than the lowest cost, evaluating firms on qualifications, engagement team experience, audit approach, and pricing for both base and optional years. Award is anticipated on November 9, 2026. Contractors must comply with various federal and state requirements, including Title VI, the Americans with Disabilities Act, and the Trafficking Victims Protection Act. Additionally, firms must maintain contract-related records for at least three years after final payment and adhere to workplace safety policies regarding distracted driving.
