The Naval Air Systems Command (NAVAIR) awarded a cost-plus-fixed fee delivery order to Orbital Sciences Corporation, Chandler, AZ for the procurement of Augmented Flight Termination System (AFTS) Mission Specific Equipment (MSE) Kits for the GQM-163A Target with the Heritage Front End Subsystem and the Orbital Front End Subsystem. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
