Automated Classification Management Environment (ACME) RFI

The Department of the Air Force, through the Air Force Life Cycle Management Center, has issued Request for Information ACME-RFI-001 for the Automated Classification Management Environment, also known as Battering Ram. This initiative seeks to modernize the Department of War's classification management by replacing fragmented manual processes with a unified, AI-driven automated enterprise. The goal is to establish a single digital authoritative system of record to manage the end-to-end lifecycle of national security information, including original classification, declassification, and releasability, in compliance with Executive Order 13526, 32 CFR Part 2001, and DoDM 5200.45. The system must support multi-level security requirements ranging from Unclassified/CUI to Special Access Required (SAR) and operate across both cloud-based and air-gapped environments using zero-trust segmentation. Key technical objectives include the development of a Declassification Decision Support Engine, the digitization and automated analysis of a 140-million-page hardcopy record backlog, and the creation of tools for managing Original Classification Authority delegation and training. The government is seeking information from both the Defense Industrial Base and external vendors regarding their technical maturity and core competencies in integrator and mission app development functions. Responses are due by September 4, 2026, and must be submitted as searchable PDFs to Meredithe Sweeney and Leo Quinn. As this is a market research effort, it is not a formal solicitation and does not commit the government to a future contract.
