NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2400572 Subject: Automated High-Precision Probe Advanced Semiconductor Test System Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with MPI America, Inc., located at 2360 Qume Drive, Suite C. San Jose, CA 95131. The purchase order will specifically procure one (1) Automated High-Precision Probe Advanced Semiconductor Test System that is manufactured by MPI America, Inc. Delivery shall occur within 120 days after receipt of an order. The Automated High-Precision Probe Advanced Semiconductor Test System manufactured by MPI America will allow NIST researchers to perform advanced measurements capable of a wide range of applications in an EMI-shielded, light-tight and moisture-free test environment at wide temperature ranges. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106-1(b) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334413 - Semiconductor and Related Device Manufacturing with the small business size standard of 1,250 Employees. Description For a complete description of this requirement, please see the attached Statement of Requirements document. Sole Source Determination The sole source determination is based on the following: The Automated High-Precision Probe Advanced Semiconductor Test System manufactured by MPI America, Inc. is the only source capable of producing a modular and customizable automated probing station that allows for effective and repeatable testing of different microelectronic chips and integrated circuit boards, and of providing a probing station that has cooling capability for its thermal chuck that does not require any forced or chilled air from an external source. The subject Semiconductor Test System is also required for purposes of compatibility with existing equipment and continuity of science as test results obtained from other NIST researchers, who use the same Semiconductor Test System manufactured by MPI America, can be shared between different teams of researchers at NIST. The required Semiconductor Test System must be purchased directly from MPI America, Inc. and no other authorized resellers are known to exist.
