This contract is for the procurement of a newly manufactured Agilent Technologies Bravo Automated Liquid Handling Platform for the FDA Office of Acq Grant Svcs. The required equipment must be a benchtop system capable of fitting within a biosafety cabinet measuring 46 by 24 by 30 inches and weighing no more than 120 lbs. Key technical specifications include the ability to perform serial dilutions, interchangeable 96-channel or 384-channel pipetting heads, a minimum 15-position deck capacity, and a dispensing range from 0.1 to 200 microliters with a maximum 5 percent deviation in accuracy and precision. The platform must include a dedicated computer, controller, and software for custom protocol generation, while remaining compatible with standard 96-well and 384-well microplates. It must operate in ambient conditions between 5 and 40 degrees Celsius and be capable of future configurations for shaking, heating, cooling, and filtration. This is a single-source requirement as the Agilent Bravo is identified as the only model meeting the specific size and low-volume dispensing needs required for use within a containment enclosure.

All equipment shall be newly manufactured. It shall not be used, refurbished, reconditioned, remanufactured, or previously used for demonstration.

Salient characteristics and any single-source need

The equipment shall meet the following salient characteristics: a benchtop automated liquid handling platform, user-friendly and easy to operate and clean, of space-saving and energy-saving design, capable of fast automatic pipetting of multiple solutions and of serial dilutions across or down the plate; able to accommodate variable liquid volumes; able to pipette into single rows, single columns, or individual wells as selected by the user in a 96-well or 384-well format, with the well format interchangeable based on user requirements; customizable to the laboratory's assay needs; equipped with programmable operating temperatures permitting use across a range of temperatures; and usable within the containment enclosure identified in the minimum technical requirements below to permit handling of sterile or hazardous materials.

Based on our research, only a specific make and model meets our needs, the Agilent Technologies Bravo Automated Liquid Handling Platform.  It is the only equipment in its class that can meet our minimum needs as listed in the specifications. Other machines do not dispense low volumes, are much larger than this machine and do not fit within a biosafety cabinet.

The equipment shall meet the following minimum requirements:

  • The platform shall be benchtop in format and shall fit and operate within a biosafety cabinet of dimensions of 46in W X 24in D X 30in H that will support 120 lbs without disrupting the enclosure airflow.

  • The platform shall perform serial dilutions either across the plate or down the plate using standard disposable tip heads.

  • The platform shall use 96-channel or 384-channel pipetting heads that are interchangeable, with independent tip pickup capability.

  • The platform shall provide a minimum 15-position deck capacity.

  • The platform shall dispense from 0.1 to 200 microliters. Dispensing accuracy and precision shall be no worse than 5% deviation.

  • The platform shall be configurable to support shaking, heating, cooling, and filtration. These configurations are not required to be delivered with the platform; however, the platform shall be capable of accepting these configurations at a later date, if desired.

  • The platform shall include a controller and software to generate custom protocols.

  • The platform shall include a dedicated computer to control the machine.

  • The platform shall be compatible with standard format microplates (96-well and 384-well).

  • The platform shall operate under ambient conditions of 5 to 40 degrees Celsius and 10 to 90 percent relative humidity, non-condensing. No deck or plate temperature-control range is required.

  • Compliance with all applicable Federal, state, and local safety standards.

The modules must be compatible with existing laboratory equipment and data acquisition systems. The scope of work includes a one-time supply acquisition along with installation, configuration, training, and warranty support. Performance and delivery will take place at the NIEHS Warehouse in Research Triangle Park, North Carolina. This unrestricted solicitation is not set aside for small business and falls under NAICS code 334516. Solicitation # FDA_RFQ_2026_75F40126Q00368
The FDA Center for Biologics Evaluation and Research (CBER) has issued a Request for Quote for a commercial-grade enterprise FHIR server to support the enhancement and expansion of the BEST IM platform. This procurement is a Total Small Business set-aside under NAICS code 541519, conducted via the NASA SEWP V IDIQ contract vehicle. The requirement is for a single Firm Fixed Price award with a twelve-month period of performance. The primary objective is to provide a secure, scalable repository for healthcare data to improve postmarket surveillance, specifically for the validation and detection of adverse events. The server must support the latest HL7/FHIR versions and USCDI standards, while ensuring interoperability with HIVE systems, OMOP common data models, and SMART-on-FHIR applications. Security requirements are stringent, necessitating compliance with FISMA 2014, NIST guidelines, and HIPAA, alongside support for OAuth 2.0 and various external identity providers. The contract includes a base requirement for the FHIR server and offers optional line items for remote technical support services and specialized hardware, specifically NVIDIA DGX H100 servers and associated PDUs. The government will award the contract based on the Lowest Price Technically Acceptable (LPTA) method, evaluating quotes for technical acceptability and price accuracy against NASA SEWP V contract lists. Contractors must adhere to the HHS Cybersecurity Program, submit an Information System Security Plan within 60 days of award, and ensure all personnel complete mandatory annual security training. Deliverables are subject to inspection and acceptance at the FDA campus in Silver Spring, Maryland, with a 10-day government review period. All invoicing must be processed electronically through the U.S. Department of Treasury’s Invoice Processing Platform, with payment terms set at Net 30 days following acceptance.
