Full Description

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on sole source basis for studies in support of the P-8A aircraft. This delivery order will provide initial analysis of Automatic Dependent Surveillance Broadcast (ADS-B) implementation in the P-8A aircraft. The planned period of performance of this effort is from the date of award through 12 months. This contract action requires expertise in P-8A engineering, integration, and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements.
