The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.106 to Alion Science and Technology, 4300 King Street, Suite 101, Alexandria, VA 22302. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Coastal and Hydraulics Laboratory (CHL) has a requirement to use Alion as a sole source for services and application development to support full use of USACE AIS capabilities for the dissemination of navigation information. Alion provided support to US Coast Guard and USACE for similar development; results from those efforts were used in USCG and USACE systems. In order to build on those capabilities and ensure continued interoperability between USAE and USCG systems, it's required that the contractor have in-depth knowledge of AIS technology, communications protocols, and international standards. Also, knowledge of existing applications, procedures, and implementation in USCG and USACE systems is required. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to contact@example.gov with solicitation number referenced in subject line no later than 5:30 PM CST on September 15, 2016. Oral communications are not acceptable in response to this notice. Please email Robyn Wells at contact@example.gov with any questions.
