AV Equipment and Services (2025-2031)

The State of Alaska, acting through the NASPO ValuePoint Cooperative Purchasing Program, has established a Master Agreement for Audio Visual Equipment and Services spanning the period from 2025 to 2031 under solicitation number NASPO-ADT-187. This agreement is available to state governments, institutions of higher education, political subdivisions including counties and school districts, the District of Columbia, U.S. territories, and other eligible entities subject to approval by individual state procurement directors and compliance with local laws. Contract performance is governed by a trade-off evaluation process, not LPTA, where technical merit and cost are balanced—technical criteria account for 40% of the score and cost for 60%. For Category 1, evaluation includes experience, scope of work, customer service, cost savings, and cooperative contracting ability (400 points), followed by market basket pricing and minimum discount schedule (600 points). Category 2 is assessed on national capabilities and technical proposal (700 points) with cost elements not fully detailed. Proposals must achieve at least 300 technical points to proceed to cost evaluation. Contractors must comply with federal, state, and local laws, maintain confidentiality of sensitive information, and adhere to strict data security protocols including breach reporting and employee training. Key personnel require prior approval for assignment and replacement, with equal qualifications mandated.
