This is an all-or-none requirement where partial responses will be rejected, and the award will be made to the only responsible offeror whose submission fully complies with the stated requirements and provides the greatest advantage to the government based on evaluation criteria outlined in sections L and M. The acquisition is conducted under the Revolutionary FAR Overhaul, applying provisions 52.212-1 and clause 52.212-4 without any addenda, and is classified under NAICS code 611519. The Naval Surface Warfare Center (NSWC) Corona Division intends to use other than full and open competition to award a sole source Firm Fixed Price (FFP) contract to Aviat U.S., Inc.  This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.

Interested parties may identify their interest and capability to respond to the requirement, or by submitting capability statements. This notice of interest is not a request for competitive quotes.  Offerors must be registered in SAM and all responsible sources may submit a quotation which, if timely received, will be considered by the Agency.  Quotes are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or MS Word Format to email address in the posting.

Any amendment(s) issued to this Request for Quote (RFQ) will be published on this website. Therefore, it is the Offerors responsibility to visit this website frequently for updates on this procurement.  No telephone requests.

Notice of Intent to Sole-Source Award for Transportation Research Board MembershipThe National Transportation Safety Board (NTSB) intends to sole-source a contract to the Transportation Research Board (TRB), a division of the National Academy of Sciences, for sustaining affiliate membership services that are uniquely unavailable elsewhere in the market. This membership provides the NTSB with critical access to a vast network of transportation researchers, state and local transportation leaders, and private sector operators, enabling technical support for accident investigations and safety studies. The affiliation includes use of the TRB Library, complimentary and additional registrations for the annual TRB meeting—scheduled for January 10–14, 2027, in Washington, D.C.—and the ability to commission special studies, review peer-reviewed research publications, and participate in over 800 sessions addressing all transportation modes. These capabilities are essential to advancing the NTSB’s mission of promoting transportation safety through evidence-based recommendations. The contract will be awarded under FAR 13.106-1(b)(1), permitting sole-source procurement due to the exclusive nature of TRB’s services and the absence of viable alternatives. Interested parties are invited to submit a capability statement within five days of the notice’s publication, limited to five pages with optional web links and product descriptions, clearly asserting their ability to meet the requirements. Responses must include organizational identification, contact information, business size or special status, and evidence of relevant expertise, excluding general marketing material. Proprietary data may be included but must be clearly marked. The NTSB will review submissions solely to determine whether competitive sourcing is appropriate, and no obligation to award or compensate for submissions is implied. All submissions must be received by 4:00 p.m. EST on June 29, 2026, and inquiries should be directed exclusively to Nicole Evanitsky at nicole.evanitsky@ntsb.gov.

Coordination of Development and Delivery of Specialized Training for Shipbuilding and Ship Repair OccupationsThe Icebreaker Collaboration Effort (ICE Pact), a trilateral initiative between Canada, Finland, and the United States, aims to strengthen cooperation in polar regions through coordinated workforce development in shipbuilding and ship repair, with a focus on advanced ice-capable vessels. This Request for Information (RFI-2026) seeks market insights to support the design of a standardized, trilateral training framework that addresses shared labor shortages and workforce gaps in skilled trades, Science, Technology, Engineering, and Mathematics (STEM), and leadership roles critical to the industry. The government of Canada, through Public Services and Procurement Canada, is gathering input from industry and educational institutions on existing training curricula, micro-credential systems, delivery methods—such as in-person, virtual, blended, and simulation-based learning—and the scalability of programs to meet national and international demands. Respondents are asked to evaluate technical competencies, learning environments, alignment with national accreditation systems, work-integrated learning models, and emerging skills tied to polar operations and regulatory changes, while ensuring no classified or proprietary information is submitted. The RFI is strictly for information gathering and planning, with no intention to award contracts or provide funding at this stage. Responses must be submitted via email by June 30, 2026, using Annex A, the official questionnaire, in either MS Word or PDF format, and must include a primary point of contact with full identifying details. Organizations are expected to describe their mandate, stakeholder networks, geographic reach, and relevance to shipbuilding and repair, particularly across North America, Europe, and internationally. Although no formal evaluation, pre-qualification, or reimbursement will occur, feedback will directly inform future procurement strategies, including the potential development of a unified training model, certification pathways, and expertise-exchange initiatives. The North American and global market’s capacity to deliver scalable, adaptable, and interoperable training solutions will be assessed to determine feasibility and optimal approaches for advancing workforce readiness under the ICE Pact, with all communications and updates managed through CanadaBuys and limited to clarification of RFI content only.
