Avondale Square Estate External Works & Electrical Upgrades (Phases A & B) Multidisciplinary Consultancy Services

The Mayor and Commonalty and Citizens of the City of London is seeking a multidisciplinary consultant team to support the Avondale Square Estate External Works and Electrical Upgrades Project across Phases A and B. The project is divided into two phases due to the High-Rise Building status of the blocks, which requires specific GW2 applications for Phase B. The required team must provide expertise in Lead Consultancy, Building Surveying, Contract Administration, Principal Design for both CDM and Building Regulations, Mechanical and Electrical Engineering, Quantity Surveying, and Clerk of Works services, with architectural and planning support provided as needed. The contract is estimated to run for approximately 4.44 years, from March 22, 2027, to August 31, 2031, with a total estimated value of 700,000 GBP excluding VAT, averaging 157,657.66 GBP annually. This procurement follows a two-stage Competitive Flexible Procedure consisting of an Invitation to Participate and an Invitation to Tender. Award decisions will be based on a weighted evaluation of Technical capabilities at 45 percent, Commercial lump sum responses at 40 percent, and Responsible Procurement, focusing on social value and environmental sustainability, at 15 percent. Small and medium-sized enterprises are identified as particularly suitable for this opportunity.
