The E-3 Airborne Warning and Control System (AWACS) DRAGON program is focused on replacing aging analog avionics with modern digital systems to enhance global operations, navigation, and overall mission effectiveness. The program addresses significant challenges posed by diminishing manufacturing sources and material shortages by updating the aircraft’s avionics to current commercial off-the-shelf technology. This upgrade aims to improve pilot situational awareness, reduce task saturation, and ensure compliance with evolving Air Traffic Management requirements by integrating satellite-based navigation, advanced data links, and improved surveillance capabilities. The DRAGON program supports the 552nd Air Control Wing at Tinker Air Force Base, Oklahoma, and involves both Interim Contractor Support (ICS) and Full Rate Production (FRP) phases, with deliveries and production scheduled through 2027. An Industry Day event was held in August 2019 to engage potential industry partners, facilitating discussions on FRP and ICS requirements and allowing for market research and one-on-one sessions with government representatives. The ICS portion, beginning in December 2019, involves sustaining initial aircraft deliveries and transitioning supply chain management. The FRP effort involves manufacturing and procuring avionics kits, support spares, and monitoring for component obsolescence, with a focus on collaboration with proprietary technology owners and various contractors. Interested parties were invited to register by July 31, 2019, with the opportunity to attend either in person or virtually. The contract includes a one-year base period plus four option years, with clear guidelines for procurement, warehousing, and integration activities centered on Tinker AFB.

Briefings from representatives of the USAF will address the current design, functionality, components and challenges of the DRAGON program at a publicly releasable level. 2.0 Why We Are Here: The intent of Industry Day is for the Government to conduct market research, discuss the current requirements with potential offerors and identify any areas that require clarification. The Government is hosting one-on-one conversations in the afternoon of 7 August 2019 and all day 8 August 2019 as part of Industry Day. All one-on-one sessions will be limited to one hour each. For any party interested in setting up a one-on-one meeting, whether in person or virtual, please inquire with the points of contact listed in paragraph 6 of this announcement to set up a time. 3.0 Industry Day Schedule: Day 1: 7 August 2019 Government briefings followed by one-on-one sessions between Government and Industry 0900-0915: Introductions 0915-0945: Legal and Small Business Briefings 0945-1015: ICS Brief 1015-1045: FRP Brief 1045-1130: Q&A ICS FRP 1230-1330: Breakout Slot 1 1230-1330: Breakout Slot 1 1340:1440: Breakout Slot 2 1340:1440: Breakout Slot 2 1450-1550: Breakout Slot 3 1450-1550: Breakout Slot 3 Day 2: 8 August 2019 One-on-one sessions between Government and Industry ICS FRP 0900-1000: Breakout Slot 4 0900-1000: Breakout Slot 4 1010-1110: Breakout Slot 5 1010-1110: Breakout Slot 5 1120-1220: Breakout Slot 6 1120-1220: Breakout Slot 6 1330-1430: Breakout Slot 7 1330-1430: Breakout Slot 7 1440-1540: Breakout Slot 8 1440-1540: Breakout Slot 8 Interested companies must RSVP to the POCs listed in Section 6.0 of this announcement by the 31 July 2019 deadline to register. 4.0 DRAGON Background: The E-3 AWACS, operated by the 552nd Air Control Wing at Tinker AFB, OK provides the Combat Air Forces with airborne systems and personnel for theater surveillance, warning and control of strategic, tactical and special mission forces. The AWACS DRAGON program replaces aging, predominantly analog, non-sustainable equipment with modern, digital avionics systems that provide for future growth and enhanced operation, safety and reliability while reducing life cycle costs. Overall, this program uses a systems approach to aid pilot awareness and alleviate task saturation in high technology flight and combat environments. The requirement to reduce aircraft separation and implement other Air Traffic Management (ATM) procedures, while maintaining or improving safety standards, is met by using available aviation technology currently used in commercial and military aircraft. Essential technology elements of the new Communication, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) environment are satellite-based navigation, increased use of data links for pilot/controller communication, and improved surveillance to enhance flight deck situational awareness. For the E-3 AWACS aircraft to operate in this new environment, replacement of 1970s vintage analog flight deck equipment with currently available modern digital avionics is required. DRAGON also replaces existing E-3 AWACS avionics with commercial off the shelf (COTS) avionics to maintain mission readiness being affected by significant Diminishing Manufacturing Sources and Material Shortages (DMSMS) impacts and to reduce life-cycle costs by addressing the most significant existing DMSMS issues. 5.0 Requirements: DRAGON ICS: The USAF received the first DRAGON aircraft designated as D1 in January 2017. D1 is currently being supported via the DRAGON CNS/ATM EMD contract with Boeing. The first delivery of a production aircraft is planned between October and December 2019 under Low Rate Initial Production (LRIP) with the delivery of the final LRIP aircraft in 2022 and the last aircraft in the fleet in 2027 after completion of Full Rate Production. Initial Spares identified by the Government will be procured by the contractor in support of this ICS effort. Replenishment spares will be determined as needed and authorized by the Government. Procurement of replenishment spares will be the responsibility of the contractor. This competed ICS effort will begin December 2019 and assist efforts shifting to organic supply chain management and engineering efforts. Assistance will include stock listing items, moving inventory to organic warehouses, dispositioning residual assets, and any other required actions. The period of performance (PoP) is for one base year with four one-year options (total of five years). DRAGON FRP: The scope of the E-3 AWACS DRAGON FRP program consists of procurement or manufacturing of 25 A-Kits, select B-Kit Line Replaceable Units (LRUs) plus spares, DMS monitoring/identification/reporting, the ability to kit parts and ship to the modification location on Tinker AFB and warehousing on or around the Tinker Air Force Base, OK area. This effort will require the use of the Technical Data Package which makes up the DRAGON baseline. The prime contractor will need to establish relationships with Collins Aerospace, the owner of the proprietary Flight Management System Suite (FMSS) DRAGON solution, and other contractors and vendors, to include foreign vendors, in order to meet the DRAGON baseline requirements. The complete listing of required documentation will be provided to potential offerors in a Bidder's Library along with the draft Request for Proposal, if one is issued. 6.0 Reservations: The deadline for registration is 31 July 2019. Participation is voluntary and in no way obligates the Government to award any contracts or pay any cost associated with such participation. Please register to attend this Industry Day event by submitting name(s), organization, e-mail address, and telephone number to all three of the following POCs: Dylan McAteer, DRAGON PM, dylan.mcateer@us.af.mil Adam Westervelt, DRAGON PM, adam.westervelt.ctr@us.af.mil Nathan Childs, DRAGON Contract Specialist, nathan.childs.3@us.af.mil
