On January 21, 2021, the United States Coast Guard awarded a non-commercial, single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract to Sikorsky Aircraft Corporation for the procurement of up to 45 new MH-60T helicopter hulls and associated Non-Recurring Engineering. The contract, identified as 70Z02321DAMH00400, has a total ceiling of 850 million dollars and utilizes both Cost-Plus-Fixed-Fee and Firm Fixed-Price contract types. This sole-source award was justified based on the proprietary data rights held by Sikorsky Aircraft Corporation, making other competition impractical. The contract is administered by the USCG Headquarters Office in Washington, D.C., with hulls manufactured by the contractor and delivered to the Aviation Logistics Center in Elizabeth City, North Carolina. Simultaneously with the IDIQ award, the first delivery order was issued for 206,698,313 dollars, covering the Non-Recurring Engineering and the first 25 hulls, which satisfied the contract's guaranteed minimum. This acquisition falls under NAICS code 336411 for Aircraft Manufacturing and Product Service Code 1520 for Rotary Wing Aircraft.

Per Federal Acquisition Regulation (FAR) Subpart 5.3, "Synopses of Contract Awards", on Thursday, 21 January 2021, the United States Coast Guard (USCG) awarded a non-commercial, single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract, to the Sikorsky Aircraft Corporation (SAC). The IDIQ contract number is 70Z02321DAMH00400. This award was based off solicitation # 70Z02320RAMH00400, which did not have a set-aside. This IDIQ contract has an $850 million ceiling and contains both Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed-Price (FFP) contract types. Under this IDIQ contract, the USCG will place orders for the Non-Recurring Engineering (NRE) related to the MH-60T helicopter hulls, as well as for up to forty-five (45) new MH-60T helicopter hulls. The SAC will manufacture the hulls at its facilities and then deliver them to the USCG Aviation Logistics Center (ALC) in Elizabeth City, North Carolina. However, the USCG Headquarters Office (Division CG-9127), located at 2703 Martin Luther King Junior Avenue Southeast, STOP 7828, Washington, D.C., 20593-7828, awarded this IDIQ contract and will administer it and its orders as well. On the same day as the IDIQ award, the USCG awarded the first delivery order (# 70Z02321FAMH00300) to the SAC as well. This order was for $206,698,313.00 and was for the NRE and the first twenty-five (25) hulls under the IDIQ contract. Issuance of this order satisfied the guaranteed minimum under this IDIQ contract as well. The Product Service Code (PSC) for this acquisition was 1520, "Aircraft, Rotary Wing", and the North American Industry Classification System (NAICS) code was 336411, "Aircraft Manufacturing". Per FAR Subpart 6.305, "Availability of the justification", the public release copy of the sole-source Justification and Approval (J&A) is attached to this notice.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
