Notice of Sole Source Action (Intent to Award Notice) OMB Circular A-123 is a US Office of Management and Budget (OMB) Circular that defines management's responsibilities for internal controls. Circular A-123 is a re-examination of the existing internal control requirements for Federal agencies and was initiated in light of the new internal control requirements for publicly traded companies contained in the Sarbanes-Oxley Act of 2002. The Circular and the statute it implements, the Federal Managers' Financial Integrity Act of 1982, are at the center of the existing Federal requirements to improve internal financial controls. For the 28th consecutive year, the BEP has received an unqualified opinion on its financial statements from an independent, Certified Public Accounting firm. The unqualified audit opinion on the financial statements and the FMFIA review process, ensure the integrity of the revolving fund and the reliability of financial date used for managerial decision-making. THIS IS NOT A SOLICITATION; this is a notice of the BEP's intent to award a sole source contract to an Small Business Administration 8(a) program participant, for the purpose of providing OMB Circular A-123 Testing and Support Services.
