Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Administrative requirements include electronic invoicing through Wide Area Workflow and compliance with various FAR and DFARS clauses, including Buy American and cybersecurity reporting. The contractor is also required to manage Beyond Economical Repair and Missing on Induction determinations through DCMA and the Procuring Contracting Officer.

The Naval Sea Systems Command, on behalf of the Program Executive Office Littoral Combat Ships (PEO LCS) intends to award a sole source contract to Atlas North America (Atlas) LLC, 208 Golden Oak Court, Suite 415, Virginia Beach, VA 23452-1800. This contract action will consist of the fabrication, integration (including integration with the neutralizers), installation, test, procurement, and delivery of an additional AN/SLQ-60 system and delivery of up to 262 SeaFox combat neutralizer rounds; delivery of 2 Telemetry (inert) rounds; and delivery of 2inspection (inert) SeaFox rounds. This contract action will also include up to 25 hours of associated engineering services and support. This contract is in support of the MH53 helicopters and the final installation and integration of the four remaining Mine Countermeasures (MCM's). Atlas is the sole designer, developer, and producer of the neuralizers. As such, Atlas is the only source currently capable of producing the SMNS-SF system and the Atlas Seafox neutralizers onto the host platform in time to meet the Governments requirement. Failure to deliver the capability in the time requested is likely to result in the inability of Fleet MCM units to accomplish their missions which increases the probability of casualties and loss of life. The contract will include a one year base and four one year options. The period of performance for the basic contract will be 12 months from date of contract award. The period of performance if all options are exercised will be 12 months form the date the last option is exercised. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact Atlas North America LLC directly.
