The Naval Air Systems Command awarded a sole source, Firm-Fixed-Price contract to General Nucleonics, Inc. of Pomona, California, for the production and delivery of 3,054 replacement Inflight Blade Inspection System safety covers for CH-53 and MH-53 Heavy Lift Helicopters. This procurement, identified by solicitation number N00019-15-C-IBIS, aims to mitigate a potential hazard caused by extreme pressure during system use, which was identified following a Class A mishap. The delivery of these covers was scheduled for fiscal years 2015 and 2016. The contract was awarded on a sole source basis under FAR 6.302-1 and 10 U.S.C. 2304(c)(1) because General Nucleonics is the only responsible source capable of satisfying the agency requirements. This exclusivity is due to the presence of radioactive Strontium 90 within the system; the company's specific Nuclear Regulatory Commission licensing is required to certify the system as safe for use, a qualification that would be voided if another source provided the covers.

The Naval Air Systems Command (NAVAIR) awarded a Firm-Fixed-Price (FFP), sole source contract to General Nucleonics, Inc. (GN) in Pomona, CA for the replacement of Inflight Blade Inspection System (IBIS) safety covers on the CH-53 and MH-53 Heavy Lift Helicopter. The covers will resolve a potential hazard triggered by extreme pressure when utilizing the IBIS. GN is contracted to produce 3,054 covers for delivery to the Government in FY15-FY16. This action was awarded to GN on a sole source basis in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Due to the radioactive Strontonium 90 element inside of the IBIS, GN would not qualify the IBIS - safe for use' in accordance with its license by the Nuclear Regulatory Commission if another source was used to provide the IBIS cover.
