The U.S. Department of Commerce's National Oceanic and Atmospheric Administration, through its National Weather Service National Reconditioning Center, is issuing a purchase order for the repair of twelve rotary joints, specifically 4-channel azimuth rotary joints for Diamond Antenna, PN: 10-2412-0, ASN: R400-2A1A3A9. The repair service is being awarded solely to Diamond Antenna and Microwave Corporation, the original equipment manufacturer, due to the absence of any other known qualified sources. Extensive market research, including keyword searches and review of Small Business Administration databases and GSA's eLibrary, failed to identify any capable small businesses or alternative providers for this specialized repair. The contract, identified by solicitation number NWWG3401-16-080SN and posted in May 2016, confirms the sole source justification based on the uniqueness of the repair service and equipment. A Sources Sought notice posted earlier in March 2016 received only one response, reinforcing the decision to proceed with the original manufacturer. The procurement is managed from Kansas City, Missouri, under the Department of Commerce, with William N. Roberts serving as the point of contact for further inquiries.
