The AWCS LCS Support contract, solicitation number N00030-17-Q-P144, was awarded by the Department of Defense Strategic Systems Programs for Attack Weapon Control System Launch Control System modifications specifically for SSGN Class Submarines. This sole-source, cost-plus-fixed-fee award was granted to General Dynamics Mission Systems, as they were identified as the only responsible source capable of meeting the necessary technical and schedule requirements. The decision to bypass competition was based on the potential for substantial duplication of costs, estimated at 27 million dollars, and significant project delays if another vendor were utilized. The contract has an estimated value of 750,000 dollars with a period of performance spanning from January 2017 to December 2017. Managed by the office located at the Washington Navy Yard in Washington DC, the procurement falls under NAICS code 541330. The statutory authority for this sole-source justification is 10 U.S.C. 2304(c)(1).
