B-1B Advanced Radar/Electronic Warfare Test Station (ARTS)

This request for information is exclusively for ATSA awardees and serves as a market research initiative to identify qualified sources capable of providing Interim Contract Support (ICS) for the B-1B Advanced Radar/Electronic Warfare Test Station (ARTS), with the intent to transition successfully to a full Contractor Logistics Support (CLS) contract. The effort supports 24 ARTS systems located at Robins AFB, Dyess AFB, and Ellsworth AFB, and involves comprehensive supply chain management including spares procurement, failure reporting, obsolescence forecasting, and maintenance logistics for a system composed of 150 commercial-off-the-shelf components built to government specifications. The overall contract structure spans five years, beginning with a two-year ICS phase followed by a three-year CLS phase, with performance measured by strict metrics such as one-business-day turnaround for spare parts, fifteen-business-day OEM repair timelines, and no more than one rejected or late CDRL deliverable per quarter. Failure rates exceeding a ten percent increase over two consecutive quarters will trigger a formal procurement review. Contractors must comply with a suite of Department of Defense standards including MIL-STD-2073-1E for military packaging and preservation, and MIL-STD-130N for Item Unique Identification (IUID) marking using Data Matrix barcodes registered in the IUID Registry. Performance is governed by a detailed Contract Data Requirements List (CDRL) of eleven mandatory reports covering quality management, technical progress, reliability, logistics support, configuration management, test and evaluation, training, software development, and as-built documentation—all referencing DI-MGMT-80227 and associated technical specifications. Quality assurance is enforced through a required Quality Program Plan and a zero-tolerance policy on defects, with no more than two PQDRs or QDRs permitted per quarter and no more than one failed inspection per month at user locations. All invoicing must be submitted electronically via WAWF, and offerors must possess valid SAM UEI and CAGE codes.
