B-2 Power Drive Unit Controller Repair

The United States Air Force is conducting market research via a Sources Sought Synopsis to identify potential repair sources for the B-2 Power Drive Unit Controller (PDUC), NSN 6110-01-317-2372FW. The objective is to determine if the requirement can be a Small Business Set-Aside and to identify sources with OEM licensing from Safran Electronics and Defense. The estimated requirement consists of a three-year basic contract for 15 units, with two subsequent option periods of five units each. Interested respondents must submit their business information, ownership status, and socioeconomic categories by October 18, 2026. The scope of work requires the contractor to provide all labor, materials, and equipment to return unserviceable PDUCs to a serviceable or like-new condition. This process includes Teardown, Test and Evaluate (TT&E) activities, disassembly, cleaning, inspection, maintenance, reassembly, and testing in accordance with original manufacturer specifications. Key requirements include strict adherence to military packaging and marking standards, such as MIL-STD-2073-1E and MIL-STD-130N for Item Unique Identification. Quality acceptance will be performed by the Defense Contract Management Agency at the repair site. Contractors must implement rigorous security and safety protocols, including a cybersecurity protection plan aligned with NIST SP 800-171 and a comprehensive Supply Chain Risk Management plan. Special technical constraints prohibit the use of lead-free solder in lieu of tin-lead solder. Additionally, the contractor must maintain a nuclear hardness assurance program and provide a surge plan for national emergencies. All serviceable units must be delivered defect-free and properly tagged using DD Forms to indicate their status.
