The Department of Defense is conducting a market research effort to identify potential non-commercial sources capable of producing a replacement for the B-52 Antenna APQ-166 tilt actuator. This effort falls under NAICS code 334511, which pertains to manufacturers of search, detection, navigation, guidance, aeronautical, and nautical systems, with a small business size standard of 1,250 employees. The Government previously sourced the motor from MPC Products Corp., but now seeks to develop an alternative supply source since technical manufacturing data is not Government-owned and is cost-prohibitive to acquire. The contractor will be responsible for providing all components, materials, tools, and test equipment, as well as maintaining and calibrating any necessary support equipment either at their own or subcontractors’ facilities. Replacement materials must meet or exceed the quality of the original parts. This request for information does not guarantee future solicitation or contract award but will inform the Government’s acquisition strategy, including the possibility of setting aside parts or all of the contract for small businesses. Respondents must have facilities and cleared personnel able to handle classified information up to the Secret level. Responses are due by June 5, 2026, and the solicitation, if issued, will be posted on the Federal Business Opportunities website. The point of contact is located at Robins Air Force Base in Georgia, with designated government representatives available for inquiries. Participants should note that expenses incurred from responding will not be reimbursed.

This RFI is being conducted to identify different potential Non-commercial sources in determining if a future contract effort can be competitively awarded and/or awarded on a total or partial Small Business Set-Aside basis.  The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with the Small Business Size Standard of 1250 employees.

The motor was previously provided by the original equipment manufacturer for this item, MPC Products Corp. (19710).  The Government has a current requirement to develop a new source of supply for the tilt actuator.  The technical data required to manufacture is not owned by the Government and it is uneconomical to acquire the data.

Contractor shall furnish all sub-components, material, support equipment, tools, test equipment, and services.  The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.  Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the Federal Business Opportunities website.  The Government will use this information solely to determine the appropriate acquisition strategy for this procurement.  The Government is interested in all small business concerns.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.  The government will not reimburse participants for any expenses associated with their participation in this survey.

Interested sources may identify their interest and capability to respond to the requirements.  Interested sources must maintain facilities and cleared personnel for manufacturing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret.
