B--aerial survey and reporting

The U.S. Geological Survey intends to award a single-source purchase order to ABR, Inc. for an aerial survey and reporting effort in northern Alaska, specifically targeting a complete census of adult and juvenile black brant and a representative survey of snow geese across the Colville River Delta. The work requires the use of a Piper PA-18 Super Cub aircraft to conduct low-altitude, low-speed aerial photography between 75 and 150 meters above ground level at speeds of 100–120 km/h during late July or early August 2026, ensuring high-resolution imagery capable of accurately identifying geese to species without disturbing wildlife. Survey operations will be conducted from Deadhorse, Alaska, with photo interpretation and report preparation based in Fairbanks, and the period of performance spans from July 15, 2026, to January 15, 2027. Deliverables include an aerial survey executed in late July, a draft report with accompanying geographic database and photographs by December 15, 2026, and a final report by December 31, 2026, or two weeks after receipt of comments, along with a GIS layer of goose group locations and the full set of survey photographs used for enumeration. The action is being conducted under FAR Part 12 as a commercial acquisition and utilizes NAICS code 541990, with the government determining ABR, Inc. as the only responsible source due to its unique expertise in aerial wildlife surveys and proven capability to operate the required aircraft in remote, roadless regions of northern Alaska. This notice of intent is not a competitive solicitation, but responsible parties may submit capability statements via email to tracy_huot@ios.doi.gov no later than June 15, 2026, at 1700 PD; submissions through hardcopy or SAM.gov will not be considered, and no formal solicitation will be issued.
