The Fish & Wildlife Services, Region 7 Contracting and General Services plans to issue a sole source, firm-fixed price order valued at $45,876 to ABR Inc. for the AK 17-03 BOEM project titled “Marine Bird Distribution and Abundance in Offshore Waters.” This contract supports the final phase of a multi-year study funded by the Bureau of Ocean Energy Management (BOEM), involving the analysis and reporting of seabird data collected from vessel-based surveys between 2017 and 2021. The final deliverable will include a comprehensive report featuring summary statistics, tables, species distribution maps, and chapters based on publication drafts, all produced in coordination with U.S. Fish & Wildlife Service investigators and meeting BOEM’s reporting requirements. The decision to proceed with a sole source contract under Simplified Acquisition Procedures is based on the need to maintain continuity and data integrity, as ABR Inc. has been involved in prior years of this project. Competitive bidding was waived under authority for limited sources, emphasizing that the company’s ongoing involvement is critical to timely and consistent completion of project objectives. The office overseeing this procurement is the FWS Northeast Regional Office, with Tina Baker serving as the point of contact for additional details regarding the contract and project execution.
