The National Park Service, through its Santa Fe Major Acquisition Buying Office, plans to award a contract for water and wastewater sampling services at Big Thicket National Preserve in Kountze, Texas. This contract will consist of one base year with the option for four additional years. The preserve spans over 100 square miles across several counties in Southeast Texas, necessitating timely and efficient sample collection and testing. A designated Big Thicket employee will collect water and wastewater samples monthly using their own equipment and vehicle, with samples submitted the same day to a contracted testing facility located centrally at 507 N. Pine St., Woodville, TX. The contractor will be responsible for picking up samples, performing all required testing and lab work, and reporting results to the appropriate state and federal agencies within a timely framework. The contractor must also provide and maintain all sampling containers and ensure that testing equipment meets federal and state calibration and quality standards. Sampling will occur at multiple sites monthly, including the Kirby Nature Trail, HQ/Maintenance, Visitor Center, Ranch House, and Lilly House, with additional composite soil sampling conducted annually at specified spray field depths. Due to the sensitive nature of the preserve's water quality and its geographical spread across four counties, the contractor must be located within a 60-mile radius of the central pickup location to facilitate communication and timely service. This contract is being awarded as a sole source under specific federal regulations citing unusual and compelling urgency and no viable alternative sources. For further questions, the contracting specialist Pollard Mobley can be contacted directly.
