This is a Notice of Intent for the U.S. Fish & Wildlife Service (USFWS) in Portland Oregon, to award a non-competitive firm fixed price purchase order under the authority of the Federal Acquisition Regulation (FAR) Subpart 13.106-1 (b), Soliciting from a Single Source. Procurement involves the Development of a Captive Rearing Protocol for Rana boylii by the Oakland Zoo, Conservatory Society of California for one base year of 12 months and two 12-month option years. The Oakland Zoo has successfully reared a closely related species (the Mountain Yellow-Legged Frog) and is thus uniquely qualified to develop a protocol for captive rearing of the Foothill Yellow Legged Frog (Rana boylii). In addition, the staff at Oakland zoo has the necessary training and most importantly the CDFW permits to deliver this service in the time-frame required. In particular, the breeding season for the FYLF will end around August. After the breeding season ends, no tadpoles or eggs could be obtained for this effort and the services could not be rendered in the time frame required, which is before the listing decision is due in the summer of 2020. Market research conducted reflects no other sources available and/or qualified to perform render these required services under these time frames. In accordance with FAR 5.101 (a)(2) the following statement is included: All responsible sources may submit a response which, if timely received, must be considered by the agency. No solicitation or Request for Quote (RFQ) is available for this procurement. Any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 2 PM PT on 07/29/2019. Responses received will be used for future acquisitions. A determination not to compete the described purchase order is solely based on the discretion of the USFWS.
