SCHEDULE/REQUIREMENT CLIN Description Quantity Unit Unit Price Total Price Period of Performance One Year from Date of Award 0001 Provide all Labor, Material and Equipment for Services for Updates to the Mid-Atlantic Bottlenose Dolphin Catalog Portal in accordance with the attached Statement of Work 1 JB $ $ STATEMENT OF WORK Services for Updates to and a Systematic Comparison of the Mid-Atlantic Bottlenose Dolphin Catalog Purpose The purpose of this contract is to solicit services necessary to update the Mid-Atlantic Bottlenose Dolphin Catalog (MABDC) portal and conduct a systematic comparison of images within the MABDC to refine the understanding of priority bottlenose dolphin stocks along the mid-Atlantic coast for the Bottlenose Dolphin Take Reduction Plan (Plan). Completing this work is essential to accomplishing the Bottlenose Dolphin Take Reduction Team's (Team) priority research recommendation from their September 2013 meeting to: Mine the MABDC to refine the understanding of the Northern and Southern Estuarine System, and Northern and Southern Migratory coastal stock distribution. This work is important to management efforts under the Plan by: (1) prioritizing ongoing efforts to distinguish estuarine stocks from one another and coastal stocks; and (2) assigning mortality and serious injury to stock from bycaught animals. Background The MADC was developed in 1997 with the support from the National Marine Fisheries Service (NMFS) to examine population structure of bottlenose dolphins along the western North Atlantic coast. Based on the complexity and large home ranges of some dolphins, the MABDC and its collaborators expanded efforts to include the entire range of coastal bottlenose dolphins along the entire southeastern Atlantic coast from New Jersey through Florida's east coast. Since its development, the MABDC has grown from 461 dolphins from six contributors to over 17,000 animals from 30 contributors, with images dating back to 1979. The catalog is a cooperative program with image and data contributions from researchers conducting independent photo-ID studies along the entire Atlantic coast of the United States. The cooperative nature and growth of the MABDC allows researchers to benefit in understanding the movement patterns of dolphins in their study area and beyond. The availability of the MABDC to contributors allows them to collaborate on projects because the MABDC serves as centralized and standardized clearing-house of information. Although the MABDC serves as centralized resource for contributors to use for their research, it is maintained by a curator, ensuring standardization of information provided through Quality Assurance and Control (QA/QC) techniques. Specifically, the curator receives dorsal fin images submitted by contributors; scores and evaluates the photos for quality and distinctiveness of the dorsal fin; digitally archives images and metadata in the MABDC offline; assigns attributes to facilitate matching; and uploads images into the MABDC portal on OBIS-SEAMAP. Contributors are provided a username and password to log onto the site and compare regional photo-identification catalogs and identify potential matches. In addition to the benefit the MABDC provides contributing researchers, the MABDC is also a powerful tool for managers. The MABDC is used to determine dolphin movement and residency patterns, providing information informing bottlenose dolphin stock structure along the Atlantic coast. This information, coupled with telemetry and genetics, is crucial to the Team and NMFS for determining needed take reduction measures during the development of and amendments to the Plan. Specifically, the Team included in their consensus recommendations to NMFS from both their September 2009 and June 2013 meetings, research recommendations to use the MABDC to determine stock identity of stranded dolphins with evidence of fishery interactions and to refine the understanding of priority stocks. Accomplishing the BDTRT's consensus recommendations requires the MADC be updated to incorporate approximately 2,000 photos provided by contributors to the curator of the MADC. With these updates included in the MABDC, systematic comparisons can be made among catalogs to refine the stock boundaries and seasonal movements of individual animals by identifying matches among sites, as well as a lack of matches. NMFS has identified priority areas to be further explored by incorporating these new data (see below). Therefore, this contract is for services necessary to update the MADC according to the standardized process already established to assist NMFS in pursuing efforts to identify which stock fishery interactions occur. Expanding the systematic comparisons among these catalogs will contribute to a better understanding of some of the poorly understood stocks and also to help identify further areas of spatial and temporal mixing of these stocks. Scope of Work The Contractor shall provide personnel, materials, equipment, necessary software, supplies, and all other items necessary to fully perform the requirements specified in this statement of work. The contractor will conduct all work in accordance with the same standardized process currently maintained by the MADC curator and in collaboration with the curator, assuring all QA/QC protocols are maintained, as they are critical to research and management endeavors. At a minimum, the Contractor shall be responsible for the following duties to satisfy this contract: 1. Evaluating and scoring the approximate 2,000 photos contributed to the curator from the following research groups: NJ-CMWWRC, MD-PCDP, VA-HDR, NC-OBXCDR and NC-NOS for image quality and dorsal fin distinctiveness in accordance with existing QA/QC protocols used for the MADC ; 2. Digitally archiving photos and meta-data into the MABDC database; 3. Assign dorsal fin attributes to facilitate matching 4. Uploading images into the MADC portal (http://seamap.env.duke.edu); 5. Include these updates for comparisons among research sites to address the following: - Matching Southern Migratory (SM) coastal stock dolphins - No systematic attempt has yet been made to match dolphins from the SM stock. This is one of the most poorly understood stocks and is known to mix with several estuarine stocks on a seasonal basis, including the Northern North Carolina Estuarine System (NNCES) and Southern North Carolina Estuarine System (SNCES) stocks. Completing comparisons among all the South Carolina catalogs and particularly the recent SC-CCU data set with assist with this effort. Systematic comparisons will be conducted among the northern and southern catalogs and potential matches identified. Sighting records will be used to assign individual matched animals to stocks based on the definitions in the NMFS Stock Assessment Reports. - Importance of Chesapeake Bay to NNCES dolphins - Matches of NNCES dolphins to the northern Chesapeake Bay underscores the importance of this estuarine habitat to a subset of the NNCES stock. At the same time, this habitat appears to be an area of mixing with the NM coastal stock. The update to the MD-PCDP, VA-HDR, NC-OBXCDR and NJ-CMWWRC catalogs will be important to determine the relative proportion of NM and NNCES stock matches in these additions to the MABDC. - Estimate the seasonal - distances from shore' as defined in the NMFS Stock Assessment Report boundaries. The results from the matching efforts identified above will be included with data in-hand, to further address stock delineation. Deliverables A report detailing work activities provided in support of this contract is required at the completion of the scope of work duties. The report shall include, but not be limited to: - Number of photos provided by contributors and uploaded into the MABDC per the work duties outlined in the scope of work above; - Per photo processed, the total number of hours to complete steps listed in the scope of work duties; and - Any fin matches that were provided and validated during the updating of the MABDC web-based interface and pertinent details regarding these matches, such as the contributor of the matched fin to allow for more future information gathering, including whether there was evidence of a fishery interaction. - A final report summarizing the results of the comparisons of these catalogs and examination of potential stock boundaries for the SM, NNCES and NM. - Development and publication of a NOAA Tech Memo collating and summarizing results from this project, and North Carolina Sea Grant Bycatch Reduction of Marine Mammals projects: 2014-DMM-01 (Enhancing knowledge of stock structure of bottlenose dolphins in the Mid-Atlantic region), 10-DMM-01 (Stock discrimination of bottlenose dolphins along the Outer Banks of North Carolina; implications for the risk of entanglement in coastal gill net fisheries) and NC Sea Grant FRG Program: 04-EP-02 (Winter stock structure of bottlenose dolphins in NC). Period of Performance The period of performance for this contract shall be 12 months from the time of award. Upon request by the Contractor, the contract may be extended for up to six months from the end of the period of performance. Invoicing An invoice shall be submitted to the Contracting Officer's Representative COR at the completion of duties specified in this scope of work. Payment shall be contingent on review and approval by the COR. Information Security The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. Product Disposition The Contractor shall not use any materials provided by the COR for any purpose other than under the auspices of this contract. All information and materials used and created becomes the property of the government, and the Contractor shall provide any details on project results from this contract to the NMFS upon request by the COR. Evaluation Criteria and Basis for Award The basis for award of a contract as a result of this Request for Quote will be an integrated assessment by the Government of the results of the evaluation based on the evaluation criteria. Technical approach, previous experience, and past performance are considered to be significantly more important than cost. The applicant must have previous experience and demonstrated past performance developing and updating and conducting systematic comparisons of large bottlenose dolphin photo identification catalogs, intended for broad-scale use, and involving diverse contributors/collaborators. Specifically, the Contractor must have the necessary MADC database to update the MADC portal. Therefore, the technical approach should include documentation of coordinating with the curator and/or obtaining access to the necessary MADC database. Prior experience should specifically involve QA/QC techniques currently used for the MADC for processing and updating the MADC to ensure the needed continued standardized of the MADC for consistency in research and management use. Preference is for previous experience working with the MADC and demonstrated past performance working with diverse contributors.
