Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13. This announcement constitutes the only solicitation. Proposals are being request and a written solicitation will not be issued. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) is issuing this solicitation on behalf of NOAA, Program Planning and Integration (PPI). NOAA has a requirement to quantify to the extent possible the economic benefits of existing and proposed navigation systems as part of the Planning Programming Budgeting and Evaluation Systems (PPBES) process. One such system, the Physical Oceanographic Real Time System, or PORTS system, is an important component of the Integrated Ocean Observing System (IOOS), of which NOAA is the lead agency. To date, a cost-benefit methodology using a value of information framework has been developed and successfully applied to the Tampa Bay PORTS system, producing credible quantitative estimates of economic benefits across a range of user groups. This project will employ that value of information methodology to estimate benefits of PORTS in New York/New Jersey. Period of Performance: 12 months Contract Type: Firm Fixed Price Competition: Total Small Business Set-Aside NAICS Code: 541690 QUESTIONS DUE DATE: September 14, 2006, 12PM EST If you have questions regarding this solicitation, please submit your inquiries immediately via email Temujene.H.Makua@noaa.gov. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors. CLOSING DUE DATE: September 18, 2006, 12PM EST Offerors must submit both Technical and Price Proposals via email to the Contract Specialist, Temujene H. Makua at: Temujene.H.Makua@noaa.gov on or before the required closing date. Reference RFP DG1330-06-RQ-0937 Proposal Submission in the e-mail title.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
