The Space and Naval Warfare Systems Command intends to award a sole-source, Cost Plus Fixed Fee contract to Metron, Inc., Scientific Solutions Division, for the development of software and training materials to support the Executable Architecture Management System. The scope of work encompasses systems engineering, software design, development, integration, testing, installation, life cycle maintenance, and management support. This action is justified under the authority that Metron is the only responsible source with the necessary developmental and operational knowledge, and utilizing another provider would result in substantial duplication of costs. The anticipated contract, identified by solicitation N00039-17-R-0021, features a three-year period of performance consisting of a one-year base period and two one-year options. While the government is not soliciting proposals, it provided a window for other prospective offerors to submit relevant information to challenge the sole-source nature of the requirement. The project is managed by the Naval Information Warfare Systems under NAICS code 541330.
