The U.S. Geological Survey’s Upper Midwest Environmental Science Center plans to issue a non-competitive purchase order to International Industries, Inc. for specialized equipment designed to assess native mussel populations and environmental conditions in rivers. This equipment includes a portable Groundmaster Acoustic System capable of remote sensing in very shallow waters (less than 0.5 meters) as well as depths up to 20 meters, utilizing two 200 kHz transducers with both wide and narrow beams tailored for different water depths. The system provides real-time classification data directly related to sediment characteristics and mussel bed identification, making it uniquely suited for environmental monitoring and population decline studies. The anticipated award date is March 18, 2002, with delivery expected by April 22, 2002. The procurement is conducted via a request for written quotation rather than a competitive proposal, as International Industries, Inc. holds unique and essential qualifications for the required technology. Responses to this informational notice were to be submitted by March 15, 2002, though the government reserves the option to pursue a competitive procurement if deemed necessary. No further announcements regarding this contract opportunity were planned.

Full Description

The U.S. Geological Survey, Upper Midwest Environmental Science Center intends to award a non-competitive purchase order via request for written quotation to International Industries, Inc., 407 Innovation Drive, Annapolis, MD to be delivered by 04/22/02. The anticipated award date is 03/18/02. This equipment is needed to evaluate the distribution of native mussels in rivers and determine environmental factors that are contributing population declines. The proposed contractor offers unique qualifications in the followings areas, which are considered essential to the requirement. These unique and essential qualifications of the equipment are 1) the equipment meets the requirements for remote sensoring of mussel beds and sediment characteristics in rivers, 2) is a portable system capable of operating waters less than 0.5 meters deep, 3) It can be configured to use two 200 kHz transducers for working in both shallow and deep water, 4) the wide beam of one transducer is designed to work in very shallow water because it samples a footprint on the river bottom that is equal to the working depth, which is sufficiently large to identify low density mussel beds, 5) the narrow beam transducer samples a much smaller footprint and work in areas with depths up to 20 meters, and 6) the system outputs the classification data in real time, and provides direct information on the sediment characteristics. THIS NOTICE IS FOR INFORMATIONAL PURPOSE ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government. Reponses to this notice must be submitted by 3/15/02 via email - contact@example.gov or fax - +1 (555) 000-0000. No additional synopsis will be published. See Numbered Note 22.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
