The Bureau of Reclamation’s Pacific Northwest Region in Boise, Idaho, intends to enter into a non-competitive contract with the Orma J. Smith Museum of Natural History at Albertson College of Idaho for a three-year study focused on the identification of benthic macroinvertebrates in samples held at the museum. This work supports the Snake River Physa Study, which aims to assess the presence, distribution, and ecological relationships involving endangered snail populations in the Snake River ecosystem. The contract falls under NAICS code 541710, with a small business size standard of 500 employees. The museum is officially designated as the repository for all collections associated with surveys required by the U.S. Fish and Wildlife Service and the Idaho Department of Fish and Game to evaluate the impacts of water operations on endangered snails, listed since 1992 under the Endangered Species Act. The Orma J. Smith Museum is responsible for curating, cataloging, and maintaining long-term storage of the specimens, as well as managing a GIS database that tracks the location of each collection. The museum operates under permits allowing it to handle rare and endangered species in compliance with the Convention on International Trade in Endangered Species of Wild Fauna and Flora. This announcement is strictly a notice of intent to negotiate and does not solicit competitive proposals; inquiries are limited to written correspondence via email only, with no telephone inquiries accepted. The contract and related data are managed through the Department of the Interior’s Denver Federal Center office.

This announcement is not a request for proposals and there is no solicitation available. The Bureau of Reclamation Pacific Northwest Region in Boise, Idaho, per the authority of FAR 6.300 and using FAR Parts 13 procedures, intends to negotiate a non-competitive contract with Orma J. Smith Museum of Natural History, Albertson College of Idaho, 2112 E Cleveland Blvd, Caldwell, ID 83605-4432. The contract is for identifying benthic macroinvertebrates in samples located at the museum as part of the Snake River Physa Study. A three-year research study is being conducted to determine the presence and distribution of endangered snail populations and to monitor ecological relationships within the Snake River ecosystem. The NAICS code for this requirement is 541710. The small business standard for this code is 500 employees. In 1992, the U.S. Fish and Wildlife Service (USFWS) listed five native snails from the Snake River as endangered or threatened under the Endangered Species Act (57FR 59244). The USBR is required to conduct snail surveys to determine the effects of water operations on these snails. As part of these surveys, the USFWS and the Idaho Department of Fish and Game (permit number 960716) have designed the Orma J. Smith Museum of Natural History, Albertson College of Idaho as the official depository of all collections. The museum curates and catalogs these specimens for long-term storage and maintains a GIS data base for the location of each collection. The museum is permitted to handle rare and endangered species by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (02US736292/9). Although this notice of intent is not a request for competitive proposals, questions or inquiries may be sent to contact@example.gov. No telephone inquiries will be accepted.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
