The U.S. Geological Survey intends to award a non-competitive, firm fixed-price indefinite delivery-indefinite quantity contract to Core Laboratories LP for the analysis of rock core samples. This work supports the St. Petersburg Coastal Marine Center and is part of a larger research project for the South Florida Water Management District involving aquifer storage and recovery wells. The contract period runs from March 13, 2023, to March 12, 2028, under NAICS code 541380. The government is pursuing a sole source award to ensure scientific integrity and data continuity, as Core Laboratories has previously served as a subcontractor for this project. Because the unique rock samples cannot be replaced or recollected, using the same laboratory is deemed essential for consistent geochemical and geophysical analysis. While this notice serves as an informational announcement of intent, interested parties were invited to submit capability statements for government consideration.

THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price indefinite delivery-indefinite quantity contract under the authority of FAR 13.106-1(b)(1) to Core Laboratories LP located in Houston, Texas for analysis of rock core samples for the St. Petersburg Coastal Marine Center in St. Petersburg, Florida. The period of performance is 03/13/2023 to 03/12/2028. The USGS is performing a specific series of research tasks within an ongoing multi-contractor project for the South Florida Water Management District (SFWMD). One of the contractors (Stantec) is responsible for drilling and extracting rock cores from different depths as part of the construction of aquifer storage and recovery (ASR) wells. One aspect of Stantec's contract is to submit sections of different rock cores they have extracted to other contractors or vendors for different geological analyses, including geochemical and geophysical analyses. Core Laboratories has been a subcontractor to Stantec on the aforementioned award. Continued use of Core Laboratories for additional studies is required on the basis of continuity in sample quality and quantity. The samples being processed for this requirement cannot be replaced, resampled, or recollected. It is imperative to use the same lab on these unique samples to guarantee scientific integrity and data continuity when comparing new samples to others processed in the past. The NAICS code is 541380. The size standard is $16.5 Million. Responses may be emailed to Jenna Dunning at contact@example.gov no later than 5:00 PM ET, Friday, March 3. The anticipated award date of the contract is 03/08/2023. A vendor must be registered at https://www.sam.gov/portal/public/SAM/ to be awarded the contract. This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. However, in accordance with FAR 5.207, all responsible parties interested in responding to this notice are invited to submit a capability statement via email by the time and date specified in this notice that provides sufficient details for consideration by the Government. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services. Verbal responses are not acceptable and will not be considered.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. Bidders must provide a technical proposal detailing their phasing plan and submit three past performance questionnaires. Compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, the provision of performance and payment bonds, and the use of AABC or NEBB certified firms for testing and balancing. Submissions must include a completed SF 1442 and a detailed bid schedule, with all quotes submitted electronically to the designated point of contact.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
