The U.S. Geological Survey (USGS) plans to award a contract to MWH Laboratories on a sole-source, non-competitive basis under the authority of FAR 13.106(b)(1), citing that MWH Laboratories is the only provider capable of ensuring data compatibility for an ongoing water quality study conducted by the USGS North Carolina Water Science Center and the Town of Cary, North Carolina. The contract will cover one base year with two additional option years. The decision is based on the necessity of maintaining consistent and compatible water sample analysis results, specifically for geosmin and MIB in whole water samples using Standard Method 6040D. Using any other laboratory would compromise the integrity and continuity of the collected data. This contract supports an important environmental study focused on water quality, emphasizing seamless data integration between various stakeholders. The obligation rests with MWH Laboratories to perform laboratory analyses aligned with established protocols, ensuring reliable and comparable results. Although the award is non-competitive, the agency states that all responsible sources may submit proposals or quotations for consideration. For further inquiries, Bill Claybrook from the USGS is the designated contact person. The contract is managed under the Department of the Interior’s Office of Acquisition Grants-national, with relevant details posted on the federal procurement website.

Full Description

The U.S. Geological Survey intends to contract with MWH Laboratories on a non-competitive basis. This award is made under the authority of FAR 13.106(b)(1) "Only one source reasonably available." The period of performance of this contract is one base year and two option years. The rationale for this non-competitive award is that the USGS North Carolina Water Science Center has been working with the Town of Cary, NC in an on-going water quality analysis study. MWH Laboratories is the only lab available that can ensure data compatibility among the samples collected by NCWSC and the Town of Cary. Contracting with another lab is unacceptable for this requirement due to maintaining consistency and compatibility in data results. The primary goal of the contract laboratory will be providing laboratory analysis of geosmin and MIB in whole water samples by Standard Method 6040D. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. For further information regarding this award please contact Bill Claybrook at contact@example.gov.

The project involves a base quantity of 1,500 fire flow tests, 3,000 hydrant inspections, and 3,000 valve inspections, with pricing options for three additional years. To be considered, bidders must possess at least five years of experience as a prime contractor and provide at least two crews, each led by a professional with three years of expertise. Crucially, at least one crew member must hold a current Maryland Water Distribution System Operator D-1 license. Bidders must also provide a comprehensive equipment list and adhere to AWWA and MDE standards, including specific requirements for chlorinated water discharge. The contract will be awarded to the lowest responsive and responsible bidder who meets all minimum qualifications. Submissions are due by November 30, 2026, via the WSSC eProcurement Portal. Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. Bidders must provide a technical proposal detailing their phasing plan and submit three past performance questionnaires. Compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, the provision of performance and payment bonds, and the use of AABC or NEBB certified firms for testing and balancing. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
