The Department of Veterans Affairs Network Contracting Office 1 (NCO 1 New England) intends to award a sole source purchase order to Sequenom, Inc. for the de-installation, re-installation, and quality assurance testing and revalidation of specific sensitive laboratory instruments, including the VA Providence research Mass Spectrometer System and associated equipment originally acquired from Sequenom in 2009. The scope includes the Mass Array Spectrometer, Mass Array Liquid Handler, and Mass Array Nanodispenser, all critical to genetic analysis and sample processing within the VA's research framework. Due to the specialized knowledge required for servicing and validating these proprietary instruments, only the original manufacturer, Sequenom, possesses the necessary technical expertise to ensure accurate and reliable system performance, justifying the sole source contract under FAR 6.302-1. This procurement will ensure the instruments are properly tested, validated, and restored to full operational status to support ongoing VA research activities. The contract is classified under NAICS code 541380, with relevant product service codes H965. The announcement clarifies that no competitive solicitation will be issued for this work and encourages interested parties to communicate capabilities for similar requirements through the Contract Specialist. Additionally, Service Disabled and Veteran-Owned Small Businesses are encouraged to register through the VetBiz portal to seek future opportunities, and all contractors must maintain registration in the System for Award Management. This action reflects the VA’s requirement to maintain system integrity and consistent research output through the exclusive involvement of the original equipment manufacturer.
